Jochen Dibbern, EUCOS Programme Manager, Deutscher Wetterdienst 25 EUCOS benefits to members (2) Delivering a centralised quality monitoring service with increased network performance through fault correction procedures; with improved efficiency and cost-effectiveness for EUCOS Members; Exchange of knowledge and information through the EUCOS Web Information Service; Coordinating member’s contribution to the PREVIEW Data Targeting System trial phase which focuses on automating many aspects of the data targeting process; will allow a sound evaluation of the potential benefit of adaptive observations from operational networks;

Jochen Dibbern, EUCOS Programme Manager, Deutscher Wetterdienst 26 EUCOS operational experience the strengths of EUMETNET are: Lean management with little administrative overhead; Cost sharing on GNI basis; Programme Managers are released from other duties to manage their programmes. following weaknesses have been identified: All Council decisions with budged consequences require unanimity; With the evolving number of programmes a strategic prioritisation is required; To establish and operate EUCOS as sustainable European observing system changes in the legal personality of EUMETNET are necessary.

Jochen Dibbern, EUCOS Programme Manager, Deutscher Wetterdienst 27 EUCOS contribution to WIGOS and WMO (1) The Surface Marine Programme E-SURMAR contributes to the goals of the WIGOS Pilot Project V; The EUMETNET AMDAR Programme is participating in the WIGOS Pilot Project III: Integration of AMDAR into WIGOS; humidity sensor test; initiation of a first phase of an operational AMDAR humidity programme; Coordination of contributions of European NMSs to THORPEX regional activities (IPY, ETReC2007, COPS, T-PARC winter and summer campaigns);

Jochen Dibbern, EUCOS Programme Manager, Deutscher Wetterdienst 28 EUCOS contribution to WIGOS and WMO (2) EUCOS is developing a technical design study aiming at a virtual centralised data hub as external DCPC in WIS; Other Regions might benefit from considering and adopting aspects of the EUCOS approach; The EUCOS Programme ensures the link between EUMETNET observing system programmes and RA-VI WG-PIW.
