MOPF Goal Support development & implementation of integrated multi-use ocean management plan for MA that: • Integrates management across uses, sectors, resources • Based on EBM principles & appropriate spatial/temporal scales • Reflects stakeholder input, gains support of key groups • Establishes process to adapt to changing conditions, new info • Supports sustainable marine industries and ecosystem stewardship more effectively than current management system

MOPF Role • Partnership as consistent presence to drive EBM • Convene interests for collaborative problem-solving • Integrate science and management • Leverage resources • Build informed, engaged public • Independent public-private partnership • Responsible agencies develop, implement & enforce ocean management plan • MOPF nimble & adaptive to catalyze, support state and others

MOPF Science Plan • Policy-relevant Science Plan to support EBM • Develop scientific understanding of interactions among ocean ecosystem services & human activities • Data, research, infrastructure priorities • Develop tools and mechanisms to improve integration of science & management • Communication, science advisory, evaluation tools needs

MOPF Science Plan • Tools & mechanisms to enhance application of science to ocean management • Enhance communication & coordination between science and management communities • Develop tools to assess & communicate about tradeoffs among uses, sectors • Improve consideration of spatial & temporal scales into management approaches

Key Observations from a Work in Progress • Transparent process & defining MOPF role: • Enlists participation vs. fueling skepticism • “Standing” – independent partnership vs. governmental • Developing & integrating science • Coordination critical to maximize collaboration & avoid redundancy • Realism – what can MOPF accomplish in 5 years
