Formation • 501(c)3, 501(c)6 • “Arms length” from the BCC • “Arms length” from the Chamber • Dedicated Funding Source • Board of Directors • County Commissioner appointees • City of Pensacola appointee • City of Century appointee • Operating in the “Sunshine” • Hires/Fires its Economic Development Director • Economic Development Director – NOT in the “Sunshine” • Approves the EDC’s operating Budget prior to BCC approval • The PEDC – incorporated into the EDC as a specific development entity.

Structure • Chairman comes from BCC appointee to Board • Votes only to break a tie • Flexible…Structured to anticipate “Consolidation” • Board of Directors: • 5 (1)appointees from each commissioner • 1 appointee from Town of Century • 2 appointees from City of Pensacola • 1 appointee from each invested “Chair”

EDC – Scope of Authority • To follow the economic development vision of the county’s elected representatives. • To acknowledge ‘stakeholders’ of interest in the community through “Chair” participation. • To insure that ALL citizens have a say in the economic development vision. • To eliminate the expectation that a few invest in economic development for the many. • To provide insight, consultation, and direction to the elected officials • To suggest policies, direction, and incentives to prospects in consideration, WITHOUT: • Compromising the cultural integrity, historical significance, travel & tourism, and the existing businesses and infrastructure • To incorporate the Pensacola Escambia Development Corporation (PEDC) into its operation as a development entity.

  5. Dedicated Funding Sources • Electric & Gas Franchise Fee • Economic Development Incentive Fund • Economic Development Incentive Ordinance of October 4, 2007 • EDATE • Rebate Ordinance

  6. Representation is Equitable • Stakeholders chair separate sub-committee • Each chair pays for it • Gulf Power wants a chair • Utilities

  7. Chairs ($50K each chair) • Utilities/reusable energy group • Homebuilders • Military • Health Services • Realtors • Technology • Wholesale Distribution • Hospitality • Banking/Finances

  9. EDC Task Force • 30 year Vision = The Road Map • Plans to implement Vision • Organization • Funding • Mission and Operation • Task Force Comprised of: • City • County • Business Community • Sunshine Issues • Time Line = 90-120 days • May Committee of the Whole with all 5 Commissioners
