  8. Way Forward – Medical Education • Planning Commission is launching ‘Viability Support Fund’ scheme for PPP in social sector. The State Govt. has requested inclusion of ‘Medical Education’ in VSF scheme • Planning commission is preparing model documents for 400 bed medical colleges, which is likely to take some time • Concept paper on medical colleges under PPP prepared by the Department is concurred with • Suggested Thrust Areas • Setting up of super specialty tertiary care facilities / diagnostic facilities in existing medical college hospitals • Setting up of new medical colleges attached / not attached to district hospitals Back

  11. Way Forward – School Education • IIPDF approved by ADB/DEA for Model Schools scheme of GoI (Rs. 750 crore) and Girls Hostels for Model Schools (Rs. 150 crore). Projects now abandoned • Planning Commission is launching ‘Viability Support Fund’ scheme for PPP in social sector including school education • No model documents available for this sector • Suggested Thrust Areas • Computer-Aided Learning Systems/Computer Training through private sector participation may be pursued in underserved areas • Value-addition (Teachers’ Training, Personality Dev, English, Vocational, Hobby, etc.) • Greenfield projects in underserved areas and brownfield expansion (new rooms, libraries, labs, etc.) may be looked into • Availability-based Private Finance Initiative model could be considered for bigger infrastructure (eg. Concept note on the same submitted by PPP cell on the department’s request • Farmer Service Centres could be set up in rural areas in cooperation with private developers • CONCOR and National Horticulture Board have recently started refrigerated trains with associated facilities (warehousing, etc) on railway land. Department may pursue the matter with these agencies Back
