Humboldt Bay: California's Offshore Wind Port Development

Humboldt Bay is gearing up to become a hub for offshore wind energy in California. With plans for a purpose-built terminal and wind energy cluster, the region aims to achieve carbon-neutral energy by 2040. Stakeholder engagement, permitting processes, and infrastructure development are underway, positioning Humboldt Bay as a key player in the state's renewable energy transition.

  12. Governor Newsom’s Preliminary 2022/23 Budget •Includes $20 million for Humboldt Bay in proposed appropriation of $45 million to help the Ca Energy Commission •SB 1274 Include Port of Humboldt Bay new Terminal This bill would additionally include, as a project eligible for certification, a clean energy transmission project that upgrades existing transmission infrastructure to bring renewable energy from an offshore wind project located within or adjacent to the County of Humboldt that meets specified requirements. The bill would also require the quantification and mitigation of the impacts of a clean energy transmission project, as specified. Because the bill would require the lead agency to prepare concurrently the record of proceedings for these additional projects that are certified by the Governor, this bill would impose a state-mandated local program.
