  7. Emergency Situations Risk management EMERCOM of Russia developed law “Obligatory liability insurance of harm-doing during operation of dangerous installations", which has been adopted by State Duma (Parliament) by the first reading in December 2005. № 7

Classification of dangerous installation 1) refuelingstationsand inflammable stores(the I group); 2) industrial installations, our legislation of industrial defence regulates rules of industrial exploitation of dangerous objects (the II group); 3) hydraulic works (dams, hydroelectric power stations, water-blowoffinstallations, tunnels, canals, pumping stations, levees,etc.), our legislation of hydraulic works defenceregulates rules of exploitation of theseobjects(the III group). № 8

  9. Amounts of sum insured in legislation • 14 800 000rub. (548 150 $)– for dangerous installation, where the damage canlead topunctual emergencies (the results are: victims – up to 10 persons, or the vital conditions of 100 persons will be disturb); • 54 000 000 rub.(2 000 000 $)- for dangerous installation, where the damage canlead tolocal emergencies (the results are: victims – 10-50 persons, or the vital conditions of 101-300 persons will be disturb); • 290 000 000 rub. (10 740 740 $) - for dangerous installation, where the damage canlead toterritorial emergencies (the results are: victims – 50-500 persons, or the vital conditions of 300-500 persons will be disturb); • 340 000 000 rub.(12 592 593 $)- for dangerous installation, where the damage canlead toregional emergencies (the results are: victims – 50-500 persons, or the vital conditions of 500-1000 persons will be disturb); • 1 700 000 000 rub.(62 962 962 $)- for dangerous installation, where the damage canlead tofederal emergencies (the results are: victims – more than 500 persons, or the vital conditions of more than 1000 persons will be disturb); № 9

  10. Russian Complex Systemof population warning «OKSION» «OKSION»(rus.)System will be put into operation in 2010. It will provide timely warning of 40% of population of the country about risk of emergencies and terrorist attacks. № 10

  11. System of population and leadership training The effectivenessof this activity todaymay be evaluated by public opinion and positive dynamics in decreasing of victims in emergencies.
