Mayor announces over £130 million for local transport schemes Local communities throughout London will benefit from transport schemes funded from a £130m grant announced today by London Mayor Ken Livingstone – a £10 million increase on last year’s total. The Mayor revealed how Transport for London’s 2003/04 transport grant for Borough Spending Plans would be divided between London’s boroughs. It is based on bids submitted by the boroughs. The announcement will allow early planning for schemes to be built in 2003/04. Mr Livingstone said: ‘This increased money for local transport is good news for people right across London. Most travel in London is still local, with well over half of all trips under 3.5 miles. This funding is designed to improve the quality, safety and reliability of those trips for Londoners, whether they are driving, catching a bus, walking, or using their bike. The money will fund a wide range of programmes, including road safety, road maintenance, cycling, and safer travel for school children, These schemes have been put forward by the boroughs, who are best placed to identify local people’s transport needs, in line with my Transport Strategy for the whole of London.’ The spending plan is divided into different programmes.  Of the main programmes: .  £42.7m is being allocated to improve the condition of main roads and strengthen bridges · £20.7m is allocated for road safety · £21m to improve bus journeys  · £8.6m for cycling · £21.6m is being invested to improve conditions for walking and other local trips to shops, schools and offices through area-wide schemes in town centres and residential areas.  · £6m is being invested in a London-wide Safer Routes to School programme  · £7.2m is available for local traffic signals · £2m is being invested in green travel plans and travel awareness campaigns · £0.9m is being provided to manage local parking problems  Bob Kiley, London’s Transport Commissioner, said: ‘Transport investment is vital to London’s social and economic vitality.  To get London moving we need to prioritise and put in the necessary resources. The Mayor’s Transport Strategy has outlined the fundamental work that needs to be done to revive our city.  With these funds the boroughs can continue to deliver the local impromements we so urgently need’.Mr Livingstone also confirmed that the Boroughs would benefit from funding of at least £140 million for both 2004/5 and 2005/6.  He said:  ‘Despite the uncertainty surrounding how much Government grant Transport for London will get in future years, I am determined there should be stable funding for local transport schemes which will give boroughs the certainty to plan for the future.  We look forward to working with the Boroughs in the next few months to confirm which programmes and schemes will be funded in 2004/5 and 2005/6’.

  30. ¨As widely anticipated both the Bank of England’s Monetary Policy Committee and the European Central Bank (ECB) left interest rates on hold at their meetings last week. As is customary, the MPC issued no statement. We will have to await the publication of the Committee’s minutes next week to find out who voted which way and how close the committee came to opting for a rate cut. There was nothing in the latest UK data to change the MPC’s views on interest rates, or indeed to change our general view of the economic picture. Manufacturing output stayed flat between July and August and remains deep in recession, with output down 3.6% on August last year. No sign of a bounce back for this sector yet. Similarly trade data for August disappointed, with the deficit for goods trade widening to £2.8 billion from £2.4 billion in July. Although the non- EU deficit was broadly stable, the deficit with the EU countries shot up from £469 million to £859 million – the largest such deficit for over three years. The prime cause of this increase was a collapse in export volumes, in line with the weakness in domestic demand at the core of the Eurozone. The MPC’s unwillingness to cut rates is understandable, given the continuing strength of consumer demand and the risk of a housing market ‘bubble’. The Committee will only cut rates again if the external risks increase substantially, providing a justification for further accentuating the dual economy. The ECB’s reluctance to move is more difficult to explain. Domestic demand growth is extremely subdued in the major European economies, particularly Germany, with any growth coming from exports – i.e. dependent upon US recovery being sustained. Inflation may be marginally above target, but the key risks certainly look to be more on the downside than the upside. Data released last week did mark up the GDP growth estimate for the Eurozone for Q2 from 0.3% quarter-on-quarter to 0.4%. But this was largely due to weaker imports. Household consumption was revised down, as were imports, resulting in an increase in the trade surplus and hence GDP. In his press statement following the announcement of the ECB decision, President Duisenberg placed considerable emphasis on the failure of member states to ‘take swift, decisive, action’ to respond to fiscal deficits seen as excessive under the terms of the Stability and Growth Pact. He stated that ‘fiscal consolidation’ – i.e. rapid reduction of deficits – would not be ‘detrimental to the outlook for economic growth’; hinting that delays in this process was one reason the ECB was holding off rate cuts. If that is the case, then the end result is tighter-than-desirable monetary policy, alongside pressure to tighten fiscal policy, while the Eurozone economy comes close to stagnation with no internally generated momentum. Duisenberg is right to press the case for overcoming ‘the inertia in implementing structural reforms’, but on the macro policy front, stimulating domestic demand requires early action, and that means reducing interest rates. The ECB should act ASAP, but do not hold your breath. The failure of Duisenberg to use the phrase that ‘interest rates are appropriate’ may signal some willingness to at least consider a cut. The surge in US equities at the back end of last week was welcome, but was due to encouraging reports on profits for some corporates rather than positive economic data. Indeed, consumer confidence and retail sales were both below expectations. Around one third of the S&P500 companies will report Q3 profits this week, so stand by for yet more interesting times in equity markets.

Japanese Grand Prix – Qualifying 12th October 2002 Weather: Dry and Sunny Track temp (pre red flag): 31 degrees Track temp (session resumed): 28 degrees Air temp: 22 degrees Jaguar Racing’s last qualifying session of the 2002 season ended disappointingly as Eddie Irvine and Pedro de la Rosa qualified in 14th and 17th positions respectively for tomorrow’s 53-lap Japanese Grand Prix. Because of an engine failure, however, Eddie only managed to complete three out of his four flying laps. The qualifying hour was also broken into two separate sessions when, after 35 minutes, Alan McNish suffered a very big accident at the exit of the super-fast 130R corner. Thankfully, Alan walked away from the accident but it took over an hour to repair the damaged section of the protective barrier. When the session resumed, the track temperature had dropped by almost three degrees and although both Jaguar drivers improved upon their earlier lap times, the final positions make for a very tough race ahead tomorrow. Niki Lauda – CEO and Team Principal “We knew we were in for a tough time at this circuit given the high downforce demands it places on cars. As demonstrated at Spa and Monza, we have come a long way since the beginning of this year, especially when it comes to low downforce configurations. We are, however, exposed at places like Suzuka where maximum downforce levels are a must. Eddie could probably have ended up a place or two higher, but his qualifying session came to a premature end after an engine failure – a rarity with the Cosworth engine. It was an instantaneous failure that came with no warning whatsoever and because of this, Eddie was unable to complete his final timed lap. With three Honda-powered cars in the top ten it is going to be very hard to hold onto our sixth place position in the championship but as we have seen at Suzuka so many times, anything can happen.” Eddie Irvine Position: 14th Best time: 1:33.915 Chassis: R3-05 T-Car: R3-03 “A very disappointing end to a session that was getting better for me towards the end. The track was obviously getting faster as the session neared the end but an engine failure prevented me from taking full advantage of the last ten minutes when most people achieved their best times. Given that I was nearly half a second up coming out of 130R on my third run, it was obvious that there was a big improvement to come and it’s very disappointing to have lost the opportunity. Nonetheless, we very rarely suffer from engine problems and we’ll just have exploit our race pace tomorrow. I started from 13th on the grid last year and if it wasn’t for a fuel rig failure during the race, we were in with a chance of grabbing a point. Nothing is impossible and given the high attrition rate at this circuit, getting across the finishing line can sometimes result in reward of some kind.” Pedro de la Rosa Position: 17th Best time: 1:34.227 Chassis: R3-06 “Simply put, I suffered from a general lack of grip. The track conditions were quite good and while the balance of the car improved over each run, the outright pace wasn’t enough to make an impact higher up the order. I made a couple of mistakes during my first timed run but improved in the second. My third run was compromised by a BAR-Honda that got in the way and while my last run improved significantly, it made no difference to the overall position. Very frustrating given the front-end set-up improvements which we made over the one hour session. It will be a very difficult race tomorrow. The lack of pace during qualifying doesn’t bode well for tomorrow and I have little choice but to go out there and take some chances.”
