  2. Old Regime – Three Estates • 1st – clergy • 2nd – nobles • 3rd – everyone else – 97% of population • Pay all taxes but poorest • Very few rights and no voice in government

  3. Economic Troubles • France is in debt • Wars • Spending by King and Queen • Tax collection system

  4. Bad Harvest • Fewer crops • Prices soar • Peasants can’t afford food

  5. Government Issues • Weak leaders • Don’t care about the people • Over spend • Estates General • Each estate gets one vote – 3rd always outvoted!

  6. Tennis Court Oath • 3rd Estate had enough • Stay locked up until a new constitution is written • National Assembly is created • This starts the revolution
