    18. Conclusion Reduced participation by candidates. Replaced one-party ‘statelets’ with a complex mosaic. Major changes in the personnel sitting in the council chambers – a one-off. Maybe a ‘Quiet Revolution’. Should expect more sophisticated strategies by parties in future.
