  3. General Pay Increase Thanks to AFGE lobbying efforts, federal workers are earning, on average, $4400 more since 2002.

  4. General Pay Increase DOD will have complete discretion over how it allocates its payroll funds. Congress funds general pay increases -- All employees receive the same % annual raise.

  5. Locality Pay X Only some jobs and some employees will get locality pay – DOD decides. All GS employees in a specific geographic area receive the same locality pay. ???

  6. Consumer Affairs Specialist, GS-9 Program Officer, GS 11 Criminal Investigator, GS-10 Admin Support Assistant, GS - 7 Step Increases No step increases. Increases are tied to individual factors and may vary widely within the same occupation. Step increases are tied to the position.

  7. Performance Pay Pay raises & performance awards included in your base pay which increases the value of your pension and other benefits. Performance based pay raises may be paid as cash bonuses without increasing the value of your pension and other benefits.

  8. Bottom Line NSPS is NOT a “pay for performance” miracle. It’s a pay system that, in practice, may suppress federal pay overall by allowing DoD to budget less for compensation than Congress and the President do for the rest of the government. Some Agencies who’ve adopted this practice in the past are rethinking their decision and returning to systems more like the GS.

  14. Probation Probationary periods are usually limited to one year. Probationary periods for some new hires could be as long as three years.

  16. NSPS pay banding, performance rating and RIF changes are due to take effect October 2006. On April 30, DOD will implement NSPS on a “pilot” basis covering 11,000 non-bargaining unit employees. DOD plans to convert app. 47,000 bargaining unit employees to NSPS in certain installations in October. Status
