  2. Objectives • Students can explore the context for the creation of a law.

  3. Federalism and the GFSA • How does the federal government encourage the state and local governments to follow the GFSA? • Note that federalism is the division of power in a government between a national government and regional governments, such as states. • Remember that states are not required to follow the GFSA, but they lose federal money if they choose not to follow it.

  4. Balance between individual and community needs • Points of agreement and disagreement among the different roles: • Community vs. Individual freedom • Rights vs. Individual responsibilities • Rights of states vs. Power of the federal government • Which stakeholders valued the rights of students or individuals the most?

  5. Article analysis • Read the New York Times article, “Seeing the Toll, Schools Revise Zero Tolerance”; then answer the questions.
