Request of the DNA forum… • New statut of the Kyoto Protocol after Durban? • Due to quantity of projects in the pipeline under validation • Many request from the DNA and project developers inviting the EB to more tranparency in developping methodology and the processus of validation of CDM projects submited

Request of the DNA forum. • As resquest by the DNA forum the EB give also more clarity on the SBL, suppressed demand standard and improved POAs standard framework • Development of guidelines on standardized baselines , Of the assessment of investment analysis • Development of additionnality related guidelines • Of common practice • Of objective demonstration of barriers

EB busness plan 2012-2013 • shall strenghen the objectivity and clarity established for the CDM in a manner which ensures the environment integrity of the mechanismand helps delivers on its promises for sustainable development • Enhance the efficiency of many processes under the CDM by, amongst other things, increasing the clarity of guidance and removing unnecessarily complex rules • Permit an equitable regional and subregional distribution of CDM project activities • All these action should permit the development of the mechanism

Clarity and objectivity • Refining and consolidating the CDM’s general requirements into three new cornerstone documents: a project standard for project participants, a validation and verification standard for designated operational entities and a project cycle procedure. Priority is now being given to their implementation • With respect to PoA-related standards, the assessment of the cross-effects when applying multiple methodologies and the collection of feedback on implementation will continue to be the main activities.

Clarity and objectivity • Need of development de methodologies, standards and procedures which are the keys elements of CDM improvment • Support DNA for elaboration of the national grid factor emission in each sector • Strenghen DNA capacity and skills in understanding these methodologies and standards.

View from the DNA forum • Approuve this decision from the EB of this BP which gives visibility and permit us to have a clear view of the previous year. • Suggest the top-down approach for determinig guidelines of Standardised baselines, suppressed demand, and POA with possiblity of the DNA to exchange view for validation. • Ask also for capacity bulding
