  3. FUNCTION The Environmental Protection Agency’s function is to implement the laws and regulations as promulgated by the ACT SL-3L-26-92. Program and activities are carried out according to the laws and regulations as adopted by the Board of Directors. ENVIRONMENTAL PROTECTION DIVISION

  4. MISSION To create and maintain conditions under which man and nature can exist in productive harmony, and fulfill the social, economic and other requirements of the present and future generation of Pohnpeians. ENVIRONMENTAL PROTECTION DIVISION

  5. STRATEGIC GOALS • To improve the environmental conditions related to the health and welfare of the people of Pohnpei. • Outcome: 1. Population with access to safe drinking water increase to • 75% by end of year 2009. 2. 95% of food sold to the public is safe for consumption 3. 75 % of coastal areas and rivers are safe for recreational use by 2009. 4. 98% of hazardous chemicals are properly used and disposed of by end of 2008 • Integrate Environmental considerations into economic development. • 1. 90% of all project developments meet objectives by 2009’ • Improve the public’s environmental awareness • 1. 85% of all household, commercial and public solid waste properly disposed of by 2009.

Quarantine: Seaport & Airport Monitoring and survey (communicable diseases, and cleanliness of the ports area) 6.   10. OBJECTIVES • 1. To maximize economic benefits for all the people of Pohnpei, while • minimizes the negative impact on our island environment. • 2. Assure the state infrastructure (water, sewer, solid waste disposal) • is properly operated and maintained to provide maximum health benefits to the • residents and visitors of Pohnpei. • 3. To work with the island communities to assure that their surroundings are a safe • and healthful place to live. • WHERE ARE WE • Pohnpei EPA has 20 regulations involving both environmental protection and sanitary standards. These regulations are enforced through a system of permits and inspections. All projects go through an assessment procedure to assure all negative environmental impacts are minimized. Numerous public education events are conducted, including clean up events, school projects, community meetings, newsletters and radio programs. • WHERE ARE WE GOING • The EPA environmental regulations, standards and programs should reflect the needs of the people of Pohnpei, and implemented in the most effective and economically efficient manner possible. The environment of Pohnpei should support the economic, social, cultural, and health needs of all residents and visitors. • HOW ARE WE GOING TO GET THERE • The regulations are continually revised to reflect the most recent scientific studies, and to assure unnecessary burdens on the people of Pohnpei does not occur. Through community meetings and discussions with government and non-government agencies and organizations, the activities of EPA are developed to reflect the people’s needs and desires.

Safe Drinking Water • Daily monitoring of PUC watersystem FOR CHLORINE AND TURBIDITY • Community water system analysis FORBACTERIAL CONTAMINATION AND TURBIDITY • Rain catchments monitoring FOR BACTERIAL CONATAMINATION, etc • Some of the accomplishments under the Safe Drinking Water Regulations: • PUC Extension waterline projects • PUC/US Navy Drilled well projects • Construction of PUC Storage Tank (1 million gal.) at Kinakapw, Madolenhimw. Water Quality Monitoring(COASTAL & FRESHWATER) GOALS To identify the uses for which the various waters of Pohnpei State shall be maintained and protected, to specify the water quality standards required to maintain the designated uses The maintenance of water quality that will provide for the propagation of aquatic life and for recreation in and on the water is an historical and legitimate right of the people of the State of Pohnpei ENVIRONMENTAL PROTECTION DIVISION

Sanitary Survey 34 community water systems around Pohnpei have been surveyed: • None of these community water systems meet the Safe Drinking Water standards due to the lack of maintenance and no treatment…. All of the PUC drilled wells were surveyed and certified before they put into service Those that did not meet the SDW standards were subject to further disinfection…. ENVIRONMENTAL PROTECTION DIVISION

Bottled Water Companies EPA conduct continuous monthly monitoring for the following certified water companies: • Pohnpei Water Company • Drops of Life • Aqua Serv Note: These water companies were inspected and surveyed before they were put into service by the Pohnpei EPA. ENVIRONMENTAL PROTECTION DIVISION

  16. Notification of Intent Review all notification of intent to construct new “public water system” or to increase the capacity of an existing “public water system” as required by the Safe Drinking Water regulations. ENVIRONMENTAL PROTECTION DIVISION

Overall operation of the EPA Laboratory • Prepare culture media for coliform bacteria in conformity with International and WHO Standard procedures • Responsible for ordering of Lab. supplies and chemicals. • Collect water samples for analysis in conformity with the Standard procedures. ENVIRONMENTAL PROTECTION DIVISION

Conclusion of the EPA Laboratory • In order to tackle these water-related issues that we are facing today, we have an obligation to shift gears and really focus on our environment especially our on drinking water and the protection of our water resources… • As for the EPA Laboratory, we seek your assistance in order to be fully equipped and can operate at its highest capacity ENVIRONMENTAL PROTECTION DIVISION

Solid Waste VISION Ensure that the collection system program is effectively carried out on this island with appropriate sanitary landfill to avoid adverse impact of waste to our health, resources and the environment.
