Engineering Practices Working Group (EPWOG) • FORMATION: • Organizational Efforts Authorized by EFCOG 25 Feb. ‘03 • Organizational Meeting in Albuquerque 8 & 9 May ’03 • Organizational Meeting Attended by 15 Participants • Cross-section of the DOE Complex Represented • DOE Invited but Chose not to Attend • Results were Supportive of EPWOG and Agreement to Move Forward with Working Group Formation

Engineering Practices Working Group (EPWOG) • COMPOSITION: • Interim Co-chairmen are Toney Mathews, Framatome, and Tobin Oruch, LANL • Membership is open to all EFCOG members • Membership Invitation to be Sent Out Following Briefing to EFCOG Executive Directors • DOE Executive Sponsor(s) will be Sought from NNSA and/or OECM (Willie Clark, NNSA, has expressed interest) • Tom Stevens is the Sponsoring Director • EPWOG assumes control of engineering standards, fire protection, and configuration management group activities

Engineering Practices Working Group (EPWOG) • NEAR TERM ACTIONS of EPWOG: • Organizational Meeting Participants Brief Their Local Field Offices and Obtain Feedback and Support (All) • Identify the DOE Sponsor(s) (T. Mathews action) • Develop a Matrix of Functional Experts and Program Excellence (T. Oruch action) • Set Objectives to be Achieved by end of CY-2003 (Action deferred pending comment on initial list of issues to consider by the whole working group membership) • Hold Next Meeting in Washington, DC the week of October 20, 2003 (T. Mathews action)

INITIAL LIST OF ISSUES FOR CONSIDERATION BY EPWOG: • Engineering Performance Metrics • Commissioning • Engineering, Project, Operations Transition • Integration of Safety Analysis Elements (Fire Protection, Criticality, Hazards Analysis, etc.) • Graded Approach Techniques (Nuclear and Non-nuclear) • Acquisition Methods for Outside Engineering Services • Conduct of Engineering (Best Practices) • Systems Engineer • Design Authority • Attract/Retain New Engineers • Challenge Existing Sub-Groups • Engineering Standards • Fire Protection • Configuration Management Engineering Practices Working Group (EPWOG)

Engineering Practices Working Group (EPWOG) • MOTIONS: • The EFCOG Executive Directors approve the Engineering Practices Working Group Charter as duly presented to the Board in its regularly scheduled meeting on May 15, 2003. • The EFCOG Executive Directors authorize the re-designation of the Engineering Standards Working Group to be the Engineering Standards Sub-Group, under the control of the Engineering Practices Working Group. • The EFCOG Executive Directors authorize the continuance of a Fire Protection Task Group and a Configuration Management Sub-Group, and place them under the control of the Engineering Practices Working Group.
