  7. Everyone in the family from birth and throughout life can, face violence and almost every day become eyewitnesses, most of all victims of violence are women and girls. There is an opinion that domestic violence against women and children exists only in socially unhappy families that are not true. In reality, we see and understand that violence and its other forms take place in all segments of the population, regardless of class affiliation, race, culture, religion or social status. Rigid relations with women and girls are a widespread problem throughout the world, which has become alarming and requires special attention from society.Therefore, Tajik women and girls as an integral part of society, may face this phenomenon. The use of domestic violence against women leads to a deterioration in both the general physical condition and mental development of the nation's moral potential as a whole. Violence in the Tajik family is applied to the goal, the achievement of supremacy, the authority of the family hearth, and beatings and abuse are perceived as methods of upbringing. For 16 years, the Ghamkori Crisis Center in the project "Preventing Domestic Violence" daily receives clients who suffer from violence, namely the family from the side of the mothers in law, husband and relatives of the husband.   10. In 2015, according to the Crisis Centre’ database, 7310 services were received. In 2016, according to the Crisis Centre’ database, 5548 services were received, In 2017, according to the Crisis Centre database, 5,940 services were received.

  11. Problems. Barriers. Domestic violence was not considered a problem in Tajikistan - it is usually an interpersonal family relationship. Mentality of our traditional family did not let us spread about family problems "My family is my fortress" and no one has the right to interfere in it. Achievement of the Crisis Center: Memorandums were signed: With the Hukumat (Government Structure) of the city of Kurgan-Tube, Department of Internal Affairs (MIA) of the city of Kurgan-Tube, Department of Education of the city of Kurgan-Tube, The health center of the city of Kurgan-Tube, Department of Social Protection of the population of the city of Kurgan-Tube. With the support of the Hukumat of the city of Kurgan-Tube in March 2016, the Support Center was opened (Shelter). Since November 2016, under the Hukumat of the city of Kurgan-Tube, an office has been opened to provide legal and psychological assistance to the victims of DV. Since September 2016 in the office of the police inspection room for the fight against domestic violence, the psychologist Crisis Centre Ghamkhori provides psychological support to the victim of DV There is a “trust room” for the victim of DV at the children's polyclinic. Twice in a week the psychologist and the lawyer of Crisis Centre render consulting support. The main support for the Crisis Center is the adoption of the Law on the Prevention of Domestic Violence. On March 19, 2013, the law "On prevention of domestic violence in the family" was adopted in Tajikistan Consultative offices have been established to provide legal and psychological services to the victims of DV at the Hukumat city and the Khatlon region. At the Center for Health of the city of Kurgan-Tube for 4 years, there is a trust room for victim of DV that are re-directed by the medical personnel. • In the Department of Internal Affairs of the city of Kurgan-Tube, a district inspector works to prevent domestic violence where the psychologist and the social worker of the Ghamkhori Crisis Centre provide services to the victims of DV • Within the framework of the State Program a joint plan was signed for the implementation of the project. Where every month there are informational meetings among the population of the city of Kurgan-Tube and special mahallas where violence is often committed are conducted. • To provide comprehensive services and respond to the case of DV, the staff of the Ghamkhori Crisis Centre conducted trainings among medical workers, mahalla committees, religious leaders, district police, local authorities in Khatlon region and visibility materials were developed. • Ghamkhori Crisis Centre is working with abusers/perpetrators Great achievement that throughout the Tajikistan, this model of the Crisis Centre Ghamkhori is working, replicating and as Ghamkhori is the only organization that provides complex services to victims of DV

Cooperation of the "Support Center": • To prevent undesirable events and incidents of violence in the family, the "Ghamkhori" signed a memorandum with the Committee for Women and Family Affairs of the city of Kurgan-Tube, the City Department of Internal Affairs, the Education Department, the Center for Health, the Department for Social Protection of the Population of the city of Kurgan-Tube. • The Committee for Women's and Family Affairs of the city is the coordinating body and executor of the state program on the prevention of domestic violence, at the same time is the chairman of the commission for reception and placement in the support center and the case manager for the conduct of the victim's case. • At the city department of Internal Affairs, there is a cabinet to combat domestic violence where a local militiaman accepts the victim, examines the situation and living conditions in the absence of a safe place for the victim of violence, sends to the Crisis Centre for further rehabilitation and support center accommodation. • Department of education of the city helps the children of the victims in the shelter in arranging to kindergartens, schools, also provide training before reintegration into the family. • The City Health Center provides medical assistance to victims and children, if necessary, refer them to other medical institutions. • The Department of Social Protection of the Hukumat of the city of Kurgan-tube participates in the implementation of the project with other actors to prevent violence, and, if necessary, assists in providing the workplace.

Activities: • Provision of qualified and diversified (psychological, social, medical, legal) counseling to people who have subjected to Domestic Violence • Conducting individual diagnostic interviews to identify current problems and the degree of psychological stress, help in resolving them and rehabilitate victims of domestic violence. • Assistance in making a legal decision on changing or creating new conditions for the further life of people who have been subjected to DV in the family, at work or at other places; • Involvement of organizations, individuals, who are able to provide moral, methodical or financial support to cooperation.
