  2. Vocabulary • 1. Committee- a group of legislatures put together to help form bills. • 2. Media- TV, newspaper, internet, ect • 3. Public Opinion- beliefs that are held by the public on a specific topic. • 4. Public Policy- laws or rules that are put in place by government for a specific reason. (ex. No Littering) • 5. Fact- something that can be proven. (Duke is in the ACC.) • 6. Opinion- belief that cannot be proven or not approved. (Duke Basketball is the best team in the country.) • 7. Interest Groups- a group of people who work together for a common goal. • 8. Lobbying- trying to persuade someone or a group on a specific issue. • 9. Bill- a proposed law. • 10. Forum- a time in which individuals along with legislature get together to meet on a specific issue. • 11. Bicameral- legislature divided into 2 houses. • 12. Governor- chief executive in each state.

  3. 7c Notes • The lawmaking process in the Virginia General Assembly • Introducing a bill • Working in committees • Debating the bill on the floor of each house • Voting on the bill in each house • Sending the bill to the governor to sign into law • Elected officials in the Virginia General Assembly write laws and take action in response to problems or issues.

  4. 7c Notes Continued • Individuals and interest groups help shape legislation. • The primary issues in the legislative process at the state level • Education: To promote an informed and engaged citizenry (i.e., establish minimum standards for local schools) • Public health: To promote and protect the health of its citizens (i.e., fund health benefits) • Environment: To protect natural resources (i.e., improve water quality in the Chesapeake Bay) • State budget: To approve a biennial (two year) budget prepared by the governor • Revenue: To levy and collect taxes

Notes 7d • The governor of Virginia exercises the formal powers granted by the Virginia Constitution. • In carrying out both the formal and informal powers of the office, the governor fills several roles, including • chief of state • chief legislator • chief administrator • party chief • commander-in-chief. • Cabinet secretaries and departments, agencies, commissions, and regulatory boards • administer laws • enforce laws • regulate aspects of business and the economy • provide services.
