  1. EuroRegioMap A step-wise approach to harmonisation for a European SDI Nathalie Delattre, IGNB ESRI Belux UC 2003

  2. Defining the product • The incremental development of a high quality pan-European spatial data infrastructure at medium scale ( 1/250 000), which could be used as reference data for multifunctional purposes in visualisation as well as in spatial analysis. • Spatial resolution allowed 1:200 000 – 1:300 000 • Data content restricted to topographic data usually maintained by mapping agencies • Basic spatial analysis requirements • Full connectivity of transport and water network • Geometrical consistency of administrative boundaries EDC-11031 EuroRegioMap/27576

  3. NDB similar scale NDB1 EuroRegionalMap NDB2 Nat. Harm. Core NDBlarger scale Nat. Harm. Core Nat. Harm. Core Harmonisation approach Determining a core reference dataset acceptable to producers, which is the best compromise in term of harmonisation • Data that we have in common ( mandatory, optional) • Harmonise them at the most useful and cost efficient to do so • Easy maintenance and derivation EDC-11031 EuroRegioMap/27576

  4. WHY we develop EuroRegionalMap • Market demands • Niche in the market for 1:250 000 scale : suitable scale at European level -> major part of Europe (Western AND Eastern ) • Data content :high quality, constantly updated dataset from “trusted” sources suitable for spatial analysis. • Harmonisation: unique specifications and data model, reference system, cross-border data, same licensing and pricing conditions • Potential data for GI related EC activities: Water (WFD), Noise, Transport (TEN), ENV (Corine LandCover, Natura 2000) etc. • Reference database for EuroGeographics products • A prototype of EuroSpec • Source for EuroGlobalMap (generalisation) • Integration of SABE connectivity with topography EDC-11031 EuroRegioMap/27576

  5. EuroRegionalMap Demonstration phase starting with 6 NMAs (Jan02 –Oct03) • Prototype with user testing (ARC IMS) • Implementing the production line producing 7 countries (ARC/INFO) • Study on updates and maintenance • Business case Goal = increase accessibility Experiment a low price/high volume policy ( direct e-commerce with ODS + uncomplicated and attractive licensing policy ) • Preparing the European extension ( at least EC, candidates ,EFTA) estimation of workload and costs elements and planning of the production EDC-11031 EuroRegioMap/27576

  7. Conceptual Model • Level 3 topology • Node-to-edge, Face-to-edge • Simple primitive • Feature Class • Set of features sharing a homogeneous set of attributes • Point, area, line, text • FACC DIGEST except italics* EDC-11031 EuroRegioMap/27576

Final validation by the technical management team 5. Corrections performed until final approval EDC-11031 EuroRegioMap/27576

  15. Findings • Integrating information and upgrading topology (full connectivity) is work consuming • Finding compromise for international boundaries can be time consuming and could require displacement of topographical features -> has to be agreed at the very beginning of the production. 16. What Next, the extension phase Goal • EU-29 (15 EC + 10 candidates 2004, 4 EFTA) ( at least continuous coverage ) Timeframe ( including updates of the 7 countries) : 2004-2006 • Whole Europe in 2009 ( + EuroGeographics ) EDC-11031 EuroRegioMap/27576

  17. Goal Fixed duration of updates • 2 years : ADM, TRANS • 5 years : HYDRO, POP, MISC • 10 years: Names, VEG 2006 2003 ERM V2(29) 7 countries updated + new countries( new product) ERM V17 countries New sources New exploitation soft Modified specifications Operable solution for « changed-only » datadelivery to customers EDC-11031 EuroRegioMap/27576
