  1. Special Avian Collections and Foreign Animal Disease Emergency Planning

  2. Agenda • Overview of FAD and Zoo Coordination Project • Overview of NC Containment and Response Plan for Highly Pathogenic and Low Pathogenic Avian Influenza • Review of Site Visits • Project Progress and Next Steps

  3. The Players • USDA APHIS Animal Care • NCDA&CS, Emergency Programs • NCDA&CS, Veterinary Division • NCSU CVM • USDA APHIS Veterinary Services • Special Avian Collections • Local Emergency Management officials • Local Public Health officials

  4. The Project • Formally incorporate special avian collections into the North Carolina Containment and Response Plan for Highly Pathogenic and Low Pathogenic Avian Influenza • Conduct meetings with facilities that maintain specialized collections of birds

  5. The Project • Plan for appropriate response to a foreign animal disease outbreak • Emphasis on preservation and business continuity • Strengthen relationships with federal, state, and local partners that may be involved or impacted by an outbreak

  6. Objectives • Make connections and introduce the project to stakeholders including public and private special avian collections, state and local animal health, public health, and emergency management officials, academia • Evaluate existing foreign animal disease outbreak management plans and resources from stakeholders • Meet with stakeholders to review or create foreign animal disease outbreak management plans and gather input

  7. Objectives • Create an Annex to the NC Containment and Response Plan for HPAI and LPAI that incorporates special avian collections into the response • Conduct a Workshop with all stakeholders to further identify any gaps in the Annex • Conduct education and outreach on the Annex to special avian collections

  8. The Annex • Language describing the Special Avian Collections response will be incorporated into the existing plan • There will also be a separate document – a cheat sheet – with key appendices • Easy for Special Avian Collections or Emergency Managers to pull out and follow if needed

  9. The Workshop • June 16, 2014 • Final agenda and invite list under discussion

  11. NC HPAI/LPAI Plan • Introduction – Background and History • Diagnostic Resources • Personnel Resources– Partner Responsibilities • Routine AI Surveillance • General Response Strategy to HPAI or LPAI in NC • Response to Avian Influenza – Protocols • Appraisal and Indemnification • Depopulation • Disposal • Epidemiological Investigation • Appendices

  12. I. Introduction – Background and History • Avian Influenza in birds • Avian Influenza in humans • AI Response Plan Development

  13. II. Diagnostic Resources • Rollins Disease Diagnostic Laboratory (Raleigh) – NAHLN member • Griffin Animal Disease Diagnostic Laboratory (Monroe) • Northwestern Animal Disease Diagnostic Laboratory (Elkin) • Western Animal Disease Diagnostic Laboratory (Fletcher) • National Veterinary Services Laboratory (Ames, IA)

Routine AI Surveillance • USDA APHIS NPIP • Live Bird Market System LPAI surveillance program • Backyard poultry used for meat, eggs, and exhibitions • Migratory waterfowl and shorebirds • Special Avian Collections are not part of the routine avian surveillance program but testing would be done at these facilities as requested or if initial samples indicate potential infection.

  16. V. General Response Strategy to HPAI or LPAI in NC • Response is coordinated by the State Veterinarian with USDA APHIS and industry partners • Incident Command System • Considerations for commercial and non-commercial birds • Wild Birds • Commercial Poultry • Backyard Poultry (non-commercial, niche, small flocks)

  17. VI. Response to Avian Influenza - Protocols • Diagnosis Flow Chart • Reporting Flow Chart • State Quarantine Process • Quarantine Release Procedure • Vaccination • Protection of Personnel • Containment Areas • Biosecurity (within standard) • LPAI subtypes not H5 or H7 • LPAI subtypes H5 or H7 • HPAI any subtype

  18. VII. Appraisal and Indemnification • There are appraisal protocols that include • Process • Description of appraisers • Calculators (commercial poultry oriented) • Needed • Process applied to special avian collections

  19. VIII. Depopulation • Goal  contain and eradicate to preserve valuable birds • That being said…have a plan • Description of how depopulation could be accomplished on all species in the facility

  20. IX. Disposal • Disposal protocols for the facility • Disposal locations • Transport and handling of carcasses • Disinfection protocols • NC Plan Appendix L • AZA Plan - Section 2.7

  21. X. Epidemiologic Investigation • NCDA&CS and USDA APHIS work in conjunction • Determine the cause and extent of the outbreak • Trace-back, trace-forward, quarantines
