A Few Thoughts on IND… • No one truly knows how an IND incident response will unfold • Nuc/RadEmergencies have unique variables • IND vs RDD vs Nuclear Power Plant • Common themes for response • The different social-behavioral components make planning difficult • Sharing of information and lessons learned will be critical • Knowledge of available tools/ resources (at all levels) is essential

3. What is the IND Planning Tool? This Tool is a relatively comprehensive IND planning application • Places relevant IND planning resources and assets into context with one another during the first 72 hours of a response (i.e., nuclear & radiological effects, response and recovery priorities, Federal resources, and characterization products) • Better equips planners to translate technical information into practical response strategies • Facilitates questions planners may not know to ask

4. What the Planning Tool is Not • It is not the ‘end all, be all’. Rather it provides as much information as possible to contextualize and to save time. • It is not truly operational in its current form • It does not act as an authoritative source on its own, rather it points the user to authoritative sources/ guidance, policy, etc • It does not guarantee deployment times for assets, rather best estimates based on information from the resources themselves • It currently does not cover all CBRN incidents; only IND

5. Why the IND Planning Tool? • Allows a single person, who may not be an IND SME, to betterunderstand the context of the whole incident • Provides visual connections between the effects of an IND detonation and operational constraints, available products, tools, and resources • Coalesces technical information, visual resources, and collects reference documents into a single interface

The Tool’s Evolution • DOE/NNSA and FEMA generated the idea with the intent of assisting responders at all levels with their response to an IND detonation • FEMA assumed more active role in tool development in 2013 • Continuous collaboration with stakeholder agencies (including DOE/ NNSA) • Stakeholder/ user feedback and key references actively sought • Revisions to current version commenced in January 2014
