Statutory Initiatives • Health & Social Care Bill 2011: • Includes duty of the NHS Commissioning Board to commission services on behalf of the Armed Forces (currently a PCT duty) • NHS Mental Health Strategy 2011 • Includes specific provision for veterans • NHS Operating Framework 2011/11 • Reiterates Government military health priorities • Armed Forces Act 2011: • Annual duty to report to progress against the Military Covenant to Parliament including Health – principles enshrined in law … • Armed Forces Covenant …

Key Principles The Armed Forces Covenant preserves and extends the key principles of the Service Personnel Command Paper: • No disadvantage in the provision and continuity of public services • Minimise the social and economic impact of military life • Positive measures to enable equality of outcome • Special treatment for the injured & bereaved as a proper return for sacrifice

Health Priority Areas Key priorities for the NHS in England: • Veterans’ mental health • Transition of service leavers to health & social care (joint responsibility with MoD) • Veterans’ prosthetic provision currently under review (report expected end June 2011) • Connectivity including transfer of records and exchange of information • Support to NHS Reservists

The Armed Forces Covenant Veterans Health Transition to NHS Care • MOD Team complete CHC Checklist • MOD Case Coordinator contacts Regional Strategic Health Authority (SHA) • SHA identifies relevant Primary Care Trust (PCT) and introduces PCT coordinator to the MOD Case Coordinator. • SHA refer to PCT for co-ordinator to be appointed for the seriously injured / ill. • A Joint Care Plan drawn together by Defence Medical Services and NHS providers together with the 3rd Sector, Veterans Welfare Services and Local Authorities as appropriate to the case.

The Armed Forces CovenantVeterans Health Veterans Prosthetic Services – Murrison Review • The review is gathering evidence on the current and future needs of veterans for prosthetics services, and on the provision and cost of services – due 30 June 2011. • It will also look at: • the future funding of high specification, evidence-based prosthetics services within the NHS • how regional variations in service can be minimised; • how the transition from the armed forces’ prosthetics care to the NHS can be improved; and • the role of service charities in helping to meet the realistic needs of individuals over and above that which the NHS can provide.

The Armed Forces CovenantVeterans Health Mental Health Services for Families and Veterans • The Combat Stress 24hr mental health helpline for veterans and families proved by Rethink – live from 28 Feb 2011 • Over 2800 calls to date • Trial of the Big White Wall online early intervention service for serving personnel, veterans and families (including bereavement advice) – www.bigwhitewall.com • Live now – formally launched in Sept with H4H. • NHS Veterans Mental Health Capability: An uplift in the number of mental health professionals conducting veterans outreach work in partnership with leading mental health charities. • Positions currently being filled across England. • A Veterans Information Service (VIS) to be deployed 12 months after a person leaves the Armed Forces
