  3. Mapping Findings and Recommendations into Action Plans • All findings have been mapped into specific action plans (short, medium, long term) • All center’s plans have been briefed to Jack Hayes and to be summarized for Mary Glackin by end of month

Summary of Findings for the Office of Director • NCEP is realizing its vision “NCEP as a whole” being greater than the sum of its parts • NCEP is performing well in its primary mission; providing products and services in support of protecting life and property in a timely manner • Many of NCEP’s service centers are recognized as world leaders • Interactions between the centers are increasing, but improvement is needed • Panel commends the strong leadership of the NCEP Director and staff • NCEP’s mission is unique and recognized as a “national resource”; as such, has the opportunity to leverage this leadership and respect to achieve higher goals

Overview of OD: Overarching Findings/Recommendations • NCEP Director must solve serious lack of cooperation between EMC and NCO Directors • “NCO and EMC meeting weekly to address cultural differences • Jointly addressing workforce and fostering cultural change • Co-sponsored projects (Version numbering and implementation) • Model implementation process being revised with clear roles and responsibilities identified” • An external science advisory type board should be established to provide input on mission and products • “NCEP doesn’t have control over the SAB governance and will address through HQ to develop path forward (meeting Aug 17)” • Create Deputy Director position to free Director for more strategic efforts • “NCEP will engage NWS HQ and NOAA to gain approval for this additional SES position”

Overview of OD: Overarching Findings/Recommendations (cont) • Computing resources are not commensurate with scope of the mission, significantly increase computing capability • “Working with OCIO in planning for the next generation of High Performance Computing; bridge and new contract being developed for FY12” • Evaluate EMC’s mission and reduce scope or increase resources to meet broader mission • “Critical review of products and services during strategic planning meeting on Oct 13 and 14” • Increase frequency ongoing periodic review every 5-6 yrs • “Institute five year periodic review”

Overview of OD: Overarching Findings/Recommendations (cont) • Increase involvement with NOAA and external community • “Increased interaction with customers through community meeting sessions spearheaded by NCO • Nine interviews conducted to date • Completed modeling MOA and CONOPS with NOS for hosting ocean/coastal models • Signed Data Assimilation Plan (involving NOAA, ESRL, NASA and OU)”

Long Term Challenges • IT Security at all centers and the ever increasing resources required to meet mandates (currently developing more centralized functional approach and shared roving IT specialist) • Expanding mission and role with limited resources (working with partners to address with collective resources and examining streamlining products and services) • Computing - developed plans to port “R” activities to other sites to increase “O” capacity in the interim until new system is operational • Additional FTEs - Deputy Director and Operations Officer positions (discuss with HQ and NOAA)

Summary:Next Steps for Addressing Recommendations • NCEP is aggressively pursuing results driven solutions for the recommendations developed by the UCAR review • Key dates • FY11 Annual Operating Plan (Aug) • Preliminary report to UCAR panel (Sep) • High level items for report through NWS AA to DUS (Sep) • Two-day NCEP Strategic/Tactical meeting to address longer term implications (Oct) • Report out at annual AMS to follow-up on specific plans (Jan) • Creation of “Oversight Committee” • Each center is responsible for addressing their plan, and the OD will oversee execution and ensure map into overall NCEP/NWS goals • There are resource requirements and long term goals which will continue to be challenging to meet
