To accomplish this we will: Create and preserve housing for Indiana’s most vulnerable population.  Enhance self-sufficiency initiatives in existing programs.  Promote place-based initiatives that will allow Hoosiers opportunities to improve their quality of life.

Ramp Up Indiana The purpose of the Ramp Up Indiana program is to provide grants to selected applicants for the installation of ramps for low to moderate-income households with accessibility needs. Grants funded with Indiana’s Development Fund. Non-profit 501(c)(3) and 501(c)(4)’s are eligible to apply. All areas of the state are eligible to be served as long as a non-profit is the primary applicant. Applications are accepted on a non-competitive, rolling basis.

Ramp Up Indiana $25,000 maximum grant request amount $2,500 rehabilitation subsidy limit per unit Homeowner must be income qualified at or below 80% area median income The home must be the primary residence of the person assisted by the ramp. The home cannot be in a 100-year floodplain. 10% local match requirement • Common types of match include donated volunteer/professional labor, donated materials, cash donations, other grants Ramps must follow Section 4.8 of the Uniform Accessibility Standards.

Eligible Activities Construction of a wooden ramp or installation of a pre-built ramp serving an exterior entrance into home Ramp from an attached garage serving an exterior door into home Rehabilitation of existing ramp that has safety concerns and/or functional deficiencies If needed: • Widening of the doorway served by the ramp in order to provide at least 32 inches of clear passage into the home • Installation of rubber or aluminum doorway threshold ramp to reduce maximum threshold height allowing access through the door • Installation of a levered door handle on the exterior door served by ramp Ineligible: Accessibility work on the interior of the home Owner-occupied rehabilitation work not related to ramp installation Ramps constructed for rental units

Required Match The match requirement for the Ramp Up program is ten percent (10%) of the total amount of the Development Fund request. • Any amount over this percentage can count for points in your application. Types of common match: • Donated or voluntary unskilled labor (valued at $10 per hour) • Skilled volunteer labor valued at reasonable price of service (documentation needed) • Donated construction materials • Other grants • Cash donations

  9. HISTORIC REVIEW Projects utilizing Development Fund must go through a state historic review for each site address. As addresses are identified, submit documentation for each address via email demonstrating that 1) the site is neither listed or eligible for listing in the state or National Register of Historic Places OR 2) listed in a district that is listed or eligible for listing in the state or National Register of Historic Places. To find out if a home is historic or in a historic district: • Indiana Historic Buildings Map • Also reference pages 11-12 of Appendix 3 of the ERR and Section 106 User’s Guide for more information and assistance with the historic review. If the home is listed or in a district that is listed, IHCDA will be required to submit a request for a Certificate of Approval. • IHCDA will submit this on your behalf. • This process can take up to 30 days with the Indiana SHPO. • Work on this address cannot begin until the Certificate of Approval has been received. • Contact Carmen Lethig with questions

Lead based paint Applies if a door is being widened and paint is disturbed on a pre-1978 home If the household has children under the age of six, or a frequent visiting family member under the age of six, testing and abatement should be done. If paint will be disturbed, contact Dave Pugh, IHCDA Lead Grant Manager, with questions.

Brochure & warranty Applicant must create a brochure to be handed out to all beneficiaries with tips on how to maintain the ramp. • A copy of the brochure is required with application All ramps must have a minimum one year warranty. During final monitoring, IHCDA will ask to see signed warranties for all ramps installed. • Sample warranty on website • The warranty should also include an acknowledgement that the homeowner received the ramp maintenance brochure. • The warranty template is required with application If 10 homes are assisted with ramps, compliance will need to see 10 signed warranties acknowledging warranty and receipt of maintenance brochure.

  13. Income Verification Each homeowner must be income qualified at or below 80% AMI under the HUD published income limits. See RED Notice 18-31 for the Federal Program Income and Rent Limits. • Note that HUD updates these annually (around June) so make sure your application reflects most current published limits Compliance Documentation required: • Income questionnaire – completed when application is submitted by homeowner • Tenant Income Certification Form & Asset Verification – completed at the time of income verification • Proof of Homeownership • Before & after photos of the assisted home • Copies of signed warranty & brochure Verification documents are valid for 6 months. If more than 6 months pass, the household income must be re-verified.

  14. Physical inspections As part of final monitoring, ramps will be inspected by IHCDA’s Lead Grant Manager, Dave Pugh. Dave will make sure all ramps were installed correctly and follow Section 4.8 of the Uniform Accessibility Standards. Ramps must also adhere to any local building codes pertaining to ramps. To coordinate a ramp inspection, submit the following documents to Dave Pugh: • Scope of work write-up for each home • Lead based paint form (even if not applicable)
