The English National Concession • From April 2008 people in England who are 60 and over or are eligible disabled for free off peak travel on local buses anywhere in England • There will not be a national scheme – Travel Concession Authorities (TCAs) will still be responsible for administering schemes • TCAs will still be able to give additional benefits to concessionaires above the statutory minimum • Concessionary Travel Act 2007 gives Secretary of State power to specify passes

  3. Passes – The Decisions • ITSO compliant smartcards from April 08 • TCAs will not be required to bring in smart readers for April 08 • Passes will be used as flash cards in non-smart areas • London Freedom Passes to be re-stickered 2008 and to meet national standards from 2010

Progress Update • Physical Pass Design • Public Consultation 25th May – 20th July • Final Design agreed • Technical Pass Design • Included in Consultation • ITT distributed in June • Testing started in July on DfT solution with positive results • Secondary Legislation • Consultation completed • Drafting of regulations in progress • Expect to lay regulations in late Autumn

Progress Update • Pass Funding • Funding of £4 per pass currently in circulation, uplifted by 20% up to a maximum of 100% of eligible population, with a floor of 30% of eligible population • First payment of £1.20 per pass was made on 29 Aug • Second payment of the balance anticipated in November • Migration Strategy • Ongoing dialogue with PTEs • Agreed position with London • Communications • Draft Strategy Produced • Communications focus group established

  8. Framework Agreements - 1 • OJEU Notice February 2007 • Full ITT Distributed to Tenderers early June • Tenderers Forum on June 15th 2007 • 4 Core areas: • Card Supply & Production • Card Management Systems • ITSO Integration • Equipment Supply • + Any Other Related Services

Framework Agreements • Assessments undertaken July & August • Framework Agreements signed by the Department in early September • Lot 1 awarded to a single supplier, Fujitsu • Lots 2 – 4 awarded to multiple suppliers – TCAs may choose to go with one particular contractor or they may hold a mini-competition between all suppliers

ITSO Services Ltd • Established in order to manage transaction data generated by cards issued by non-smart TCAs • Separate company from ITSO • Funded by DfT under contract • Will offer ITSO HOPS service provision (via OJEU) for non-smart TCAs • Role expected to disappear over time as TCAs become smart and full members of ITSO

ITSO Services Ltd • Proposed services provided for non-smart TCAs by ITSO Services Ltd include: • Secure ITSO membership on behalf of the TCAs. • Obtain licensed operator status on behalf of non-smart TCAs • Personalise and distribute ISAMs to each TCA’s selected card manufacturer • Provide guidance for TCAs who wish to go smart • Hotlisting for non-smart TCAs • Store transaction data for non-smart TCAs and make it available when they go smart

Key TCA Tasks • Collect data or refresh existing databases • Agree scheme composition if more than one TCA will group together • Consider their procurement strategies • Consider Information for Reverse of Pass • Talk to operators about boundary issues • Check ability to call down on a Framework Agreement or sign a contract from September
