Centralized Furnishings Program FY12 Program Changes • Huntsville Center is following GAO ruling (270483,96-1 CPD P 146, 1996 WL 106646 (Comp.Gen.)) that does not allow the award of items that are not on a schedule holder’s contract, including different dimensions. • Vendors’ price lists and GSA contracts must reflect the actual items they have on schedule. • The centralized furnishings program is undergoing process reviews that will result in changes, both permanent changes and pilot projects.

  7. What is Working Well • Admin quotes are getting better, with more acceptable quoters in first or second round of tech review • Quality of wood barracks furniture continues to meet or exceed customer expectations • Manufacturer direct communications

  8. What is Not Working Well • Increased instances of “cutting corners” resulting in performance and delivery issues • Metal furnishings capacity, contract issues and inconsistent quality have impacted missions • Admin project performance is still somewhat “dealer” specific

Tech Review • Pass / Fail analysis • Make acceptable tech data sheets available to dealers • No guarantee of clarifications • Technically acceptable quotes are forwarded to Contracting Officer (KO) for a best value analysis • Primary factors typically delivery or cost • Delivery • Furniture Install Start Date • Furniture Install Completion Date

  11. Post-Award Walk Thru • Purpose • Verify final colors / finishes • Check for construction interferences • Look at unloading / movement routes • Confirm specific delivery instructions • NOT INTENDED TO CHANGE PRODUCT

  12. Contract Modifications • Process mirrors a solicitation • HQ approval for user changes • Mod tech prep • Customer approval • Solicitation • Tech Review • Obtain funding from customer • Award

Payment • Receiving reports • Garrisons may hold the receiving report until missing / damaged items are replaced • HNC has a discrepancy form for partial receiving reports • Manufacturers need to prompt dealers about completion status • Invoices • Must match the line item (quote) sheet of the contract • Pricing must match contract pricing • Do not send Invoices directly to Millington
