Bureau of Energy Efficiency Registration The Bureau of Energy Efficiency (BEE) was established by the Government of India pursuant to the provisions of the Energy Conservation Act 2001 on 1 March 2002. The role of the Agency is to establish programs that will increase energy conservation and productive usage in India. The government has proposed making it mandatory for the BEE to provide ratings for certain appliances in India beginning in January 2010. The Energy Efficiency Bureau's mission is to "institutionalize" energy efficiency programs, promote in-country delivery mechanisms and provide energy efficiency leadership in all sectors of the country. In the overall sense of the Energy Conservation Act 2001, the mission of the Energy Efficiency Bureau, with the primary objective of reducing the energy intensity of the Indian economy, is to help develop policies and strategies with an emphasis on self- regulation and market values.   BEE's General Goals are as Follows: To exercise leadership and provide national energy conservation and improvement initiatives and services with policy advice and  guidance. Coordinating strategies and projects for energy management and recycling and bringing them to stakeholders.  Establish processes and procedures for assessing, tracking and checking the effects of energy efficiency in specific sectors and at  the macro level. Leverage funding from the multi-lateral, bi-lateral and private sectors to enforce the Energy Efficiency Act and to use energy and its  conservation programs effectively. To illustrate, by private-public partnerships, the provision of energy-efficient services as required in the EC bill.  As envisaged in the Energy Conservation Act, to interpret, prepare and manage energy conservation programs.    In addition to these, following are also the objectives BEE aims for:-  Provide guidelines and policy proposals for national energy conservation programs.  Coordinating policies and programs for shareholders on the productive use of electricity.  Establishing systems and processes to check, calculate and track improvements in Energy Efficiency (EE).  Leveraging funding from the multilateral, bilateral and private sectors to adopt EC Act '01'.  Demonstrate structures of EE distribution via public-private partnerships.    Energy Conservation Act The Bureau of Energy Efficiency is an agency under the Ministry of Power of the Government of India, established in March 2002 under the provisions of the Energy Conservation Act of 2001. Notify sectors that are energy consuming, such facilities and commercial buildings as consumers designated.  Create and recommend the norms and standards of energy usage for specified consumers.  Guide assigned customers to-  Designate or appoint a certified energy manager in charge of energy conservation activities and its conservation.  Get an energy audit done in the specified way and by an approved energy auditor and in specified time intervals.  Provide details on the energy used and action taken on the recommendation to the appointed agency of the certified energy  auditor. Comply with the norms and guidelines for energy use and, if not, plan and enforce energy efficiency and recycling schemes.  Prescribing building codes for energy efficiency for the successful use and conservation of energy in commercial buildings.  State Governments to amend the building codes for energy efficiency to suit regional and local climatic conditions.  Guide commercial building owners or tenants to comply with the Energy Conservation Building Codes provisions.  Compulsory direct display of the mark on notified computers and appliances.  Specify the levels of energy usage for recorded equipment and appliances.    Role of BEE & Star Labeling Scheme BEE coordinates with designated customers, designated agencies and other entities in executing the roles assigned to it under the Energy Conservation Act and recognizes, identifies and utilizes existing resources and infrastructure. The Energy Conservation Act provides legislative and promotional features. The Honorable Minister of Power launched a star marking scheme in May 2006 in order to make electrical appliances more energy-efficient. A total of 26 items are protected by this initiative in the province, of which 10 are covered by the mandatory framework and 16 by the voluntary scheme. For a large-scale industry, the registration fees are 1Lakh rupees and MSME 25,000 rupees. However, registration fees for this business are refundable.  Testing: An applicant who wishes to register his product under the BEE star labeling program must only have his product checked by NABL certified or ILAC MRA signatory laboratories in compliance with the applicable IS norm Model.  Registration: After the company registration and testing is accepted, the applicant can register the model on the BEE star labeling website under his account. The applicant has to pay a fee of INR 1000 for each product to be licensed.

3.   Process flow BEE Company Registration Validity for BEE Registration The validity of the registration of the BEE depends on the current labeling duration of that particular category of product. For example, the current labeling period for Variable Air Conditioner is from 1 January 2021 to 31 December 2023, and the applicant must either renew or degrade its registered model under the new labeling period before the labeling period expires.   Sample Label and labeling period Energy efficiency labels, identifying their energy efficiency and consumption, are mandatory labels affixed to a registered product. A star rating ranging from 1 to 5 in the ascending order of energy efficiency is granted to the permit and products registered with the Bureau. A label period is the period recommended by BEE for which a product's star rating is accurate. If the label duration for a particular product is updated by the agency, the measurement table for the star rating and the energy efficiency requirements for the product are also upgraded.   Process flow BEE Model Registration
