Proposed Road Safety Improvement Works at Schools on Cross Avenue

This proposal aims to create awareness of the schools on Cross Avenue and slow down vehicular traffic. The scheme includes flashing amber lights, reduced road widths, islands, and a natural chicane feature. The outcome will be a safe zone for all users and a controlled crossing at Mount Merrion Avenue.

  5. Engineering • Issues affecting design:- • Multiple entrances • Existing parking for local business • 4 no. Schools • Children Crossing • Design Focus:- • Provide one designated pedestrian crossing location • Close school gate at West end of school • Use existing pedestrian entrance to school

  9. Issues Raised & Council Responses • 1. Disorderly Parking issues within the vicinity of the schools • New kerb lines and designated parking bays will encourage orderly parking. • 2. Comments relating to speeding within the vicinity of the schools • This scheme is designed to reduce traffic speeds within the vicinity of the local schools.

  10. 3. Requests for the installation of Zebra Crossings, Pedestrian Crossing and Flashing Amber Lights • Zebra crossings are not suitable for use on wide roads greater than 7.0m. In width or where vehicles are likely to travel at speeds greater than 50 km/hr. They may not be suitable to cater for predominantly where children are crossing. • Pedestrian counts have been carried out on Cross Avenue outside Booterstown N.S. and it does not warrant the provision of a School Warden at this location at this time. • There is a flashing amber light in place on Cross Avenue on the western approach to the school. The new scheme proposals include for additional flashing amber light on the Eastern approach, a raised pedestrian crossing at the school and additional signing and lining.

  11. 4. Requests for the expansion of the scope of the scheme Renewal of road markings – Will be carried out as part of the works. Uncontrolled filtering of traffic from Blackrock College on to Cross Avenue is considered unsafe for the many vulnerable road users sharing this road space. The traffic lanes at the Mt. Merrion end of Cross Avenue will remain the same i.e. two lanes towards Mt. Merrion Avenue and one lane in the opposite direction. The proposed crossing is on the west side of the entrance to Blackrock College and will not affect cars turning right from Mt. Merrion Avenue.

Requests for the widening of Blackrock College school gates and facilitating entry/egress • The school gate is on private property and widening this gate would have to be a decision by the school and form part of an internal review of traffic. • Provision of a Bus Set Down • The scheme as presented allows for the provision of a Set Down Area for schools buses.

  13. 7. Requests for cycling facilities along the scheme layout and the introduction of a One Way System • The proposals as designed will create a school zone where cyclists, pedestrians and vehicles can share the space in a low speed environment.
