  3. Lessons learned - 2 • Planning is driven by the ‘development means growth’ myth. • Tyranny of costs • No locus for Public Health • Objectors disadvantaged

  4. Lessons learned - 3 Car dependent retailing is a big factor in local air pollution – but is not a factor in Councils’ strategic development plans

  5. Lessons learned - 4 • Planning must become a tool in the fight for healthy air. • Cannot be left to objectors.

  6. Lessons learned - 5 There is no present political imperative to work towards healthy air.
