Commissioning & Partnerships • The new Commissioning & Partnerships Team came together in April 2011 which was a result of a successful merger between; • Strategy & Commissioning • Customer First Team • Parent Participation Team • Early Intervention & Prevention Fund Team • CAMHS Co-ordinator (Virtual Team Member)

  3. Brought together a disparate group of staff and developed an effective, strong team Maintained a high quality service despite the uncertainty regarding restructure Further developed the Contract Overview Group and contract management is now embedded Developed a Commissioners Group to share good practice and ensure a consistent approach Negotiated 10% efficiencies with a wide range of providers Achievements for 2011 - 2012

Achievements 2011- 2012 Out of Authority Placements • Significant savings on joining the Placements North West provider framework and individual negotiations with providers • Maintained the high quality of placements and low number of moves despite significant savings • Better working with other North West authorities through the provider framework

  5. Achievements 2011 – 2012 Joint Outcomes Fund • Joint working between Children’s Services, Work and Skills and D.A.A.T. • LSOA – 50% of children living in Poverty • 13 providers, providing a range of targeted activities • 604 children and young people have received a service

Achievements 2011 – 2012 Short Break Care for Disabled Children • 14 projects delivering a service to just under 440 children and young people • Feedback from parents and young people is excellent • Specialist outdoor play area developed at Springwood • Purchased an adapted Caravan in Blackpool • Supported development of a parents Forum

  7. Achievements 2011 – 2012 Other Commissioning Activity • Young Carers –Joint work with CHSC • Speech, Language and Communication • Intensive Family support • Federation of Jewish Services new service specification • A range of lower value contracts

  8. Achievements 2011 – 2012 Parent Partnership Service • Supported in excess of 231 parents whose children are subject to a Statement of SEN or are in the process of being statemented • Feedback on service is excellent • Developed links with the Jewish Autistic Deficit Disorder Support (JADDS)

  9. Achievements 2011 – 2012 Customer First Service • Maintained high standards despite high volume of work • 70 Compliments recorded • Developed an E-learning training module for all staff • Developed new reporting system which informs Senior Leadership Team

Priorities for 2012 - 2013 • Develop a Placement Finding Team • Develop a Family Poverty hub with Work and Skills Team • Complete development of Young Carers Strategy • Update the Placement Strategy • Ensure Parent Partnership Service meets requirements and demands from the SEN review • Continue to work with Officers to ensure Learning from complaints and improve response rates • Complete review of Short Break Care Services and develop new Commissioning Strategy • Continue work on developing outcome based specifications • Develop a managers post to support the Children’s Trust
