Exchange Overview • Exchanges have the potential to transform our individual and group marketplaces • States have the potential to exert great control over their exchanges, but they are not optional—if a state doesn’t progress sufficiently by January 1, 2013, the federal government assumes control • The 2010 and 2012 elections may well impact exchange structure and development, but are unlikely to result in their complete elimination • The federal legislation provides for a role for agents, but it will be at the state level that agent participation is ensured and defined • NAHU and its chapter need to develop significant resources over the next few years to exchange development to preserve the role of the agent and the private marketplace

Exchange Coordinators and Working Group Exchange Coordinators • National network of experts • Consistent coordinated voice and source of information and resources • Devoted to seeing exchange creation through from start to finish Working Group • Monthly meetings and information sharing • Email list, Newsletter, National Policy Materials • NAHU Staff, Legislative Council and Board as resources

Initial Steps • Establishing Agents and Brokers as willing and able resources to state policymakers • Meetings with Governors, state agency heads, legislators • Exchange and implementation state-level task forces • Ensuring that a state begins work on creating their own exchange and ensuring an outside market too • Pre and Post Election 2010 strategy

Initial National Resources • Exchange Policy Recommendations • Developed by NAHU Legislative Council and Approved by NAHU BOT this week • Covers the need for state-level exchanges, role of the agent, regional and competing exchanges, individual and small group exchanges, the need for a vibrant outside market and exchange design and structure suggestions • Envisioned as a living document to be revised and updated based on needs identified as you all move forward with your work • Being formatted by graphic artist and will be publicly released next week

National Lobbying Efforts On Exchange Development • DHHS • Meeting with DHHS Exchange Head Joel Arrio next week • Comment on DHHS Information Request on Exchanges October 4 • NAIC • Testimony at August meeting in Seattle • Monitoring exchange working group and participation in all future meetings, including Orlando in October 2010 • B Committee charge to ensure the role of the agent as NAIC develops its exchange model laws and regulation • Agent certification discussions with regulators and NIPR • HHS

  8. National Lobbying Efforts on Exchanges Congress • Pre and Post Election Strategy • Pass-through Legislation • Pro-business modification bill • Other changes to make exchange development/requirements less onerous on the marketplace

Coalition Partners • Commitment of support and agreement of direction from health insurance carriers, AHIP, BCBSA • Agent/Broker Alliance with IIABA, NAIFA and CIAB • Leading Role in Coalition for Affordable Health Coverage • Reaching out to business community through CAHC and other avenues • Opportunity to share information and resources • Need to develop similar coalition groups and partnerships in each individual state
