  5. Florida Building Code 2007 • There are three ways to have your product comply with the new code • Self-Affirmation of existing application • Revision of existing application • New application Recent Product Approval Changes

Self–Affirmation FBC 2007 • Application Self Affirmation • Upon review of the new Code, if the standards and restrictions in the new Code applicable to your product have not changed, you can “self-affirm” that your product complies with applicable standards of the new Code. • Please contact the Product Approval Administrator Ted Berman And Associates before initiating a self-affirmation • Self Affirmations cost $50. Revision FBC 2007 • Application Revision: • If the standards or restrictions pertaining to your product in the 2007 Code have changed, then a product revision application must be submitted. • New evidence such as a test report or an evaluation report demonstrating compliance must also be submitted. • Revisions cost $300.   8. Revision FBC 2007 IMPORTANT IF THERE ARE MULTIPLE PRODUCTS WITHIN THE SAME APPLICATION (FL#), THEN EVIDENCE FOR ALL THE PRODUCTS MUST BE SUBMITTED. THE ENTIRE PRODUCT LINE MUST ALSO COMPLY WITH THE NEW STATE PRODUCT APPROVAL RULE AND ALL THE REQUIREMENTS THEREIN Recent Product Approval Changes

New Application Process Changes made to the new application process include: There is now ONE COMPLETION DEADLINE No more recommendation for Conditional Approval or Deferral by the Administrator. Applicants work at their own pace to complete applications by the posted deadline date. Early submittals will have more correction time if needed. Once validated, Ted Berman and Associates, LLC review the application and email the applicant notifying them of any discrepancies. Only those applications that are complete and reviewed by the Deadline are recommended to the Product Oversight Committee (POC) and be listed on the meeting agenda Recent Product Approval Changes

New Application Process Before submittal, verify the following: Verify that the product is Florida Building Code Compliant Manufacturer’s name on the BCIS matches the name on the Certification Agency Certificate. Model size and performance is an exact match with uploaded Certification Agency Certificate. Installation Documents are attached. On Limitations of use for each model define: use within HVHZ or outside HVHZ; impact, design rating, missile level and any other pertinent information. Testing standards and year of standard as certified by Certification Agency. If testing standards are not adopted in the version of the Florida Building Code, an equivalency of standards will be required. Recent Product Approval Changes

RULE 9B – 72 changes 9B – 72.010 (31)(f)For shutters: Shutters subcategory has been expanded to add fabric storm panel. 9B – 72.070 (1)(g)Demonstration of Compliance: Products required to demonstrate compliance using referenced testing standard(s) and also requiring rational analysis that falls outside the scope of the agency certificate designating product certification, must demonstrate compliance using an evaluation report from an approved evaluation entity.   13. 9B-72.080 Product Validation Two Types of Validation Administrative Validation Technical Validation Validations NOTE: The validation process has been added to Certification Mark or Listing method on the Florida State Product Approval System

  14. Administrative Validation Applicable to: A certification mark or listing from an approved certification agency An evaluation report from a Florida Registered Architect or Licensed Engineer independent from the manufacturer An evaluation report from an approved evaluation entity (i.e. ICC)

Criteria consists of: Verification of certification, certification agency status, product description, testing standards per Florida Building Code and compliance documentation with the current code. Verification of installation instructions, anchorage requirements and product performance under certification.   19. Technical Validation Applicable to: A test report from an approved testing laboratory An evaluation repot from an approved evaluation entity that is not an independent third party from the manufacturer

  20. In addition to criteria for Administrative Validation, Technical validation includes: Determination that the evaluator has complied with acceptable standards of engineering principles. Engineering verification that the evaluation complies with the Code. Copy of the application complying with all aspects of rule 61G15-36 F.A.C. must be filed with the Commission.   24. Installation instructions also require validation: If prepared by company engineers then technical validation is required If prepared by independent engineers then administration validation is required Installation Instructions

  25. Installation Instructions Installation instructions criteria: Determination that the evaluator has complied with acceptable standards of engineering principles. Engineering verification that the evaluation complies with the Code. Copy of the application complying with all aspects of rule 61G15-36 F.A.C. must be filed with the Commission. Installation instructions requirements for windows must contain the following: Type, and grade of anchor, and/or manufacturer’s anchor specifications, including minimal nominal size, minimum penetration into substrate and minimum edge distances. Type, physical dimensions, material and grade of any accessory item or strap, if applicable. Spacing of anchors, shims, accessory items and straps. Illustrated diagrams of the attachment of the product structure. Windows

For all the methods of compliance, including the certification Mark or Listing Method, a new field is added to collect the Expiration Date of the Quality Assurance Entity Contract on Page 3 of the application An email is sent to the Manufacturer with a copy to DCA when the Expiration Date has elapsed. Skylights(1714.5.2.1.1), Exterior Windows And Glass Doors(1714.5) • Temporary Supplemental Label: • Temporary Label has to be printed and supplied by the manufacturer and shall identify: • the manufacturer • products model/series number, • positive and negative design pressure rating, • products maximum size, • glazing thickness, • indicate impact rated if applicable, • Florida Product Approval number or Miami-Dade Product Approval number if applicable, and applicable test standard. • The supplemental label is limited to one design pressure rating per reference standard per label.   39. 1714.5.3.4 Garage Door Labeling • Garage Door Permanent Label shall identify • the manufacturer, • garage door model/series number, • the positive and negative design pressure rating, • indicate impact rated if applicable, • the installation instruction drawing reference number, • Fl. Product Approval number or Miami-Dade Product Approval if applicable, • and the applicable test standards. • Label may also contain in a checklist format required garage door components for an approved garage door assembly.   40. 1714.8 Impact-Resistant Coverings • Permanent Label is required. • 1714.8.2 Following information to be included on the label: • Product approval name and address • Methods of approval e.g. FBC, Miami-Dade (M-D), TDI Evaluation and ICC-ES • Applicable standards • For FBA and M-D, the FL # or the NOA # • 1714.8.3 Location of Label: • Accordion: Bottom of locking bar or center mate facing exterior

  41. 1714.8 Impact-Resistant Coverings • 1714.8.3 Location of Label: • Rollup: On the bottom of the hood facing the exterior or on the bottom slat facing the exterior or outside • Bahama Awning or Colonial Hinged: On the bottom, placed on the back of the shutter. • Panels: For metal and plastic panels the label may be embossed or printed spaced not more than every three lineal feet on each panel. The label shall be applied by the holder of the product approval and shall face the exterior. • Framed products: The label shall be on the side or bottom facing the exterior. • Labels on all other products shall face the exterior.

  42. 1714.8 Impact-Resistant Coverings • 1714.8.4 Installation: • In accordance with manufacturer’s instructions, which shall be provided and be available to inspectors. • Opening protection components including fasteners evaluated by an approved authority may be interchangeable if they provide equal or greater structural performance and durability

F.A.Q.’s • I have a new product that meets 2004 and 2007 codes, which code do I apply for? • Apply for 2004 and self-affirm for 2007 • The person with authorized signature on the application no longer works for us? What do I do? • If you are going to self-affirm, you can first submit an editorial revision. If you are going to revise anyway, you can change the authorized signature with the revision

F.A.Q.’s • I lost my username and password? • Contact Department of Community Affairs with an email from either the email registered with the application or from the President or Vice-President of the Company • The page loads with an error? What do I do? • Norton / Symantec Firewalls do not like your Product to be approved. Turn the Firewalls off.

  45. F.A.Q.’s • I am submitted an entity application but I need to change something, can I do it? • If the status of your entity application is “pending accreditation”, you can still make changes to your application.
