Statewide Measure Cost Update Overview & Discussion
Background & Purpose • Background • Measure cost studies provide the average incremental and full costs for new and retrofit energy efficiency measures (commercial and residential). • Typically performed in concert with DEER energy savings estimates. • Last update conducted in 2001. • Purpose • Create a common set of cost information and assumptions to be used as a starting point for all parties when planning and evaluating energy efficiency efforts. • Consistency with DEER measure descriptions. Measure List • Initial measure lists will follow the DEER Update Study measure lists • Residential retrofit - weather sensitive and non-weather sensitive. • Non-residential retrofit - weather sensitive and non-weather sensitive. • Initial attention should be given to measures likely to represent the bulk of savings from 2006/7 program efforts • Consultant will review 2004/5 measure activity for IOU and non-IOU programs. • Consultant will suggest other measures for initial attention based upon impact of new standards upon likely program offerings. • CFLs (screw-in and modular), programmable thermostats, package and split system air conditioners, T-8 and T-5 lighting systems, clothes washers, dishwashers, pool pumps, and dual pane windows will be among the first measures examined. Issues For Discussion • Should focus/scope be broadened beyond residential and commercial retrofit measures? • Industrial? • Commercial new construction? • Residential new construction? • Should installation costs be estimated for each measure or for a subset of measures? • Direct install program support. • More accurate cost comparison for individual measures with differing installation costs (e.g., condensing furnaces and water heaters). • Necessity of close linkage to DEER update efforts. • Advisory group makeup/requirements. Issues For Discussion (continued) • Necessity of direct integration of measure cost information into DEER website. • Might require website redesign. • Updating issues (frequency & timing). • How should information from other EM&V studies be integrated? • Existing studies? • Studies in process? • Future studies? • Should/can existing studies work scopes be modified to collect measure cost data for direct inclusion into the DEER/Measure cost database?
