introduction

The European Capacity Building Initiative (ECBI) aims to enhance the capacity of delegates from targeted developing countries to participate effectively in international climate change negotiations. It also fosters trust and mutual understanding between developing country stakeholders and their European counterparts. The ECBI offers fellowship programs, workshops, and policy analysis collaborations to build negotiating skills and analytic capacity.

Two Main Aims • To move forward the international climate change negotiations by supporting delegates and other stakeholders from targeted developing countries to enhance their capacity for participating effectively in the FCCC negotiations. • To generate trust by bringing together developing country stakeholders with their European counterparts in the context of these capacity building activities to foster better mutual understanding of each others’ positions and constraints.

  3. The Programmes The activities of the ECBI are divided into three Programmes • The Fellowship Programme • Primary Aims • Trust building both ‘South-North’ (DCs-Europe), and ‘South-South’ • Exchange of institutional and procedural knowledge

  11. Time Frame Phase I • One year Pilot Period starting in April 2005. Aim: testing alternative operational options • Two year Proof-of-Concept Period 2006-7. Aim: proving the validity of the ECBI concept Phase II • Start ofplanning in February 2007.
