Background • Increased recognition on the importance of statistics for policy making and monitoring. • Marrakech Action Plan for Improving Development Statistics (2004) • Good statistics are seen as an integral part of good governance. • Address the needs of developing countries to strengthen statistical capacity to produce, analyze and disseminate data.

  3. Background • 2010 World Population and Housing Census Programme (launched in 2005) • Recognizes population and housing censuses as one of the main sources of data for effective development planning and objective decision-making. • One of three goals is to assist countries to disseminate census results in a timely manner

Background • Countries face challenges in ensuring adequate and effective analysis and utilization of their census data, including at lower geographic level • Realizing these challenges, UNSD with financial aid of Italian Government initiated the project “Strengthening national capacity to analyse, present and disseminate data for evidence-based policy making”

Project “Strengthening National Capacity to Analyze, Present and Disseminated Data for Evidence-based Policy Making” • Period: 3 years (January 2010 to December 2012) • Resources: Contribution from the Italian Ministry of Foreign Affairs. • Executing agency: UNSD • Targets: Countries in the African continent where the processing of census data has been completed.

Objectives of the project • To enhance capacity of countries to analyse, present and effectively disseminate census data in ways suitable to diverse target groups to better inform policy making and monitoring • Improving the use of data derived from the 2010 round of population and housing censuses

  7. Activities Planned under the Project Needs assessment missions National training programmes for NSO staff Preparation of analytical publications Regional/Sub-regional seminars (2012) Study visits Advisory services

  8. Areas Identified for In-depth Analysis • Maternal mortality • Gender analysis • Internal/international migration • Urbanization • Poverty analysis/poverty mapping • Population projections at lower levels • Others

Challenges • Varying level of interests in analysis by NSO • Conflicts in schedule with other surveys, events • Limited local human resources • Availability of local experts • Lack of training materials • Varying level of collaboration with local research institutes • How to ensure the continued engagement in analysis • Differences in research outcomes, compared to other sources of data • Multiple organizations to support census analysis

  11. Successes • National and regional training workshops on topics of interest to the countries and region • Use of national and regional experts for training and mentoring during report writing • Capacity building through training • Enhanced collaboration and working as teams between NSOs and academic research institutes for effective analysis and utilization of the data
