  2. Measurement & Verification Goals • Include as many energy efficiency measures and programs as possible • Promote accuracy & continuous improvement • Compensate for uncertainty • Don’t reinvent the wheel - use existing protocols

  3. M&V Guidance for an EE/RE Set-Aside • Electricity savings are eligible for allowances • Summer season savings only • Use of a recognized protocol • EPA recommendations on how to compensate for uncertainty • Provide consistency across the SIP Call region

  4. Measures, Programs and Methods • Actions are measured, programs deliver them. • Group has examined ways of evaluating measures • Programs evaluated based on measures delivered • Methods vary based on equipment and use patterns • Measurement options allow for flexibility

  5. Measurement Accuracy • Sub-metering • Main meter • Measurement-based stipulation • Engineering estimate-based stipulation

  6. Variation Across Methods • Large differences between methods • Measure type is one driver of measurement uncertainty • Stipulation usually overstates achievements • Measurement can improve stipulation
