  4. Instruments for “Integrating and strengthening of the European Research Area” • Specific research projects for SMEs: • collective research projects • co-operative research projects continued • Specific targeted research projects • Co-ordination actions • Specific support actions

  5. Instruments for “Structuring the European Research Area” • Specific targeted innovations projects • Actions to promote and develop human resources and mobility • Integrated infrastructure initiatives • Specific targeted research projects (Science & society) • Co-ordination actions (all areas) • Specific support actions (all areas)

  6. Use of instruments • Smooth transition from old to new instruments • New instruments as a priority means in thematic priorities, while maintaining the use of specific targeted projects and co-ordination actions • Evaluation by independent experts in 2004

  7. Principles behind integrated projects and networks of excellence • Simplification • Flexibility • Autonomy • Accountability

  9. Integrated projects continued • Commission contribution: several to several tens of M€ • Grant to budget (contribution to actual costs) • Duration: typically 3-5 years • Evolving implementation plan, evolving consortium

  10. Networks of excellence • Strengthening excellence on a particular topic • Joint programme of activities (JPA) aiming at durable integration • Ambitious goals, critical mass needed to become a world force continued ...

  11. Networks of excellence continued • Commission contribution: several to several tens of M€ • Fixed grant for integration • Duration: 5 years or more • Evolving JPA; evolving partnership

  12. Joint programme of activities (JPA) • Integrating activities • Joint research activities • Activities to spread excellence • coordinating programming • sharing facilities • staff exchange, even relocation • reinforced communication networks • a programme of joint (long term) research • training, dissemination, networking to assist knowledge transfer within a unified management structure

  13. Excellence in a research area Open-ended research Looking for continuity Critical mass to become a world force Spreading of excellence Fixed grant for integration Competitiveness or societal issues Targeted research Limited in time Critical mass for problem solving Knowledge management Grant to budget Networks of excellence Integrated projects vs.

  14. Evaluation process • Evaluation by a strengthened peer review system - in stages, possibly involving individual reviews, panel sessions, hearings of applicants • Calls for proposalsmay be preceded by expressions of interest • Simplified proposal-making • reflecting evolutionary nature of the project • allowing proper evaluation

  15. Evaluation criteria • Ability to carry out the action successfully • Scientific and technological excellence, degree of innovation • Relevance to the objectives • European added value • Knowledge management

  16. Evaluation criteria • Scale of ambition • Critical mass in terms of activities and resources • Quality of project management Integrated projects

  17. Evaluation criteria Networks of excellence • Excellence and level of ambition • Potential for extensive, deep and lasting integration • Spreading of excellence • Management and governance of the network

  18. Invitation to submit expressions of interest (EoIs) • To participate in integrated projects and networks of excellence within the seven thematic priorities • Analysis to be published in September(a majority of abstracts will be available) Deadline: 7 June 2002

  19. Measurements and testing ... ... will be integrated in all the activities, in particular in the thematic priorities and policy orientated research Be active, stay informed!
