A COLLABORATIVE PARTNERSHIP BETWEEN TWO OR MORE LAW ENFORCEMENT AGENCIES THAT SHARE COSTS OF TECHNOLOGIES THAT MAY NOT BE FINANCIALLY FEASIBLE FOR ONE ORGANIZATION TO PURCHASE. WHAT?
HOW TO SELECT TECHNOLOGY Understand your technology needs and budget. Identify potential partnering agencies (who have similarities and budget and technology needs)? Work with committee/cost sharing partners to identify shared goals. Identify external funding sources (grants, donations, etc.)
USER GROUP MEETINGS Project Manager should lead the meeting Each agency appoint liaison Feedback regarding project Solicit ideas and suggestions Discuss finance and expenditures
USER AGREEMENTS Spell out the project along with the technology involved. Costs per agency and formula Same agreement given to each agency to review and sign. Each agency passes resolution to join the project.
DATA SHARING Using record management or other technology to share data between agencies.
DATA SHARING AGREEMENT Document that each agency reviews and signs authorizing the sharing of their data. Capabilities should also be available to each agency to omit selected data to share. Auditing functions should be part of the project to insure security and compliance with laws and procedures.
PROMOTE YOUR PROJECTS Discuss at Chief/Sheriff Meetings Discuss with elected officials Put article in local newspaper Discuss at Township Committee Meeting Promote on agency Facebook and website New Technology Project….

Yearly software and hardware maintenance costs, (software/upgrades and licensing fees) Keep agency buy in cost uniformed
