  2. Plant Facility Levy The purpose of this presentation is to inform the reader concerning the upcoming Plant Facility Levy renewal election to be held August 27, 2013. The Plant Facility Levy provides funds with which the school district maintains the school facilities. The school structures are at times referred to as the physical plant, hence the term Plant Facility levy.

Plant Facility Levy • The Plant Facility Levy is a 10 Year Levy collecting a portion of the funds each of the 10 years. • The Cassia School District has proposed and the community has generously supported a Plant Facility Levy for over 60 years. • Plant Facility funds cover the cost of routine repairs and improvements along with any additions to school sites and facilities costing over $5,000. • Plant Facility funds can be used for technology equipment and infrastructure.

Plant Facility Levy • Plant Facility funds can be used to purchase school buses. • These funds cannot be used for operating expenses, supplies, materials, textbooks, or salaries as per Idaho Code. • The Plant Facility Levy does not build new schools – it is used to maintain or improve current facilities. Plant Facility Levy (Renewal) election is August 27, 2013.

  5. What are the Different School Levies? There are three (3) different levies that provide funding for school operation, maintenance, and school construction. These levies are: • Supplemental Levy • Plant Facility Levy • School Bond Levy

District Levies • Supplemental Levy • Taxes are levied for two-years providing funds for school operating expenditures in the approximate amount of $681,000 per year. • This levy has been approved by our voters for over 35 years and is not used for salaries but defrays a portion of the district’s expenses for: individual school and program budgets to be used for textbooks, supplies, services and equipment; insurance; transportation; technology (including Internet); and utility costs .

District Levies (continued) • Plant Facility Levy • Taxes are levied in specified amounts each year for a period of 10 years providing funds for school facility maintenance and improvement. • These funds are used for major repairs, improvements and additions to school facilities & sites; purchase of equipment, school buses; technology equipment & infrastructure. • Idaho law prohibits these funds from being used for salaries.

District Levies (continued) • School Bond Levy – The August 27, 2013 election IS NOT for a School Construction Bond. • Bond Levies are generally for a period of 20 years and are used for major school construction, renovations, facility acquisition and expansions. • The current bond levy that built the 3 newest high schools, circa 1998, will be paid off in 2016. • Upon voter approval, new bonds are purchased providing money up-front for major building construction to be repaid over 20 years.

District Facilities Statistics Plant Facility Levy funds are needed to maintain: • 907,500 sq ft of buildings • 120 acres of grass • 39 acres of parking lots • 436,000 sq ft of carpeting • 230,200 sq ft tile flooring • 103,400 sq ft hard wood floors • Over 20 acres roofing • Fleet of 62 school buses traveling more than 580,000 mile a year!

  10. District Facilities Consist of 59 buildings Albion, Almo, Burley, Declo, Oakley and Malta: • 12 Built 1905-1959 • 5 Built 1960-1968 • 7 Built 1974-1977 • 8 Built 1980-1989 • 15 Built 1990-1998 • 12 Additions/Portables Built 2000-2011

  11. 2004-2013 Plant Facility Levy The next slide shows how the past ten years of Plant Facility Levy funds have been used (2004-2013).

District Plant Facility Projects2004 - 2013 • Land and Land Improvements $1,283,879.00 (ground improvements, fencing, sprinklers, etc.) • Buildings and additional classrooms $ 755,602.00 • Asphalt Paving & Concrete $ 334,193.00 • Building Modification – flooring, etc. $ 664,489.00 • Equipment $3,372,974.00 (buses, mowers, furnaces, desks, hoists, etc.) • Technology (internet, computers, servers, etc.) $1,326,210.00 • Current Reserve(for unforeseen expenditures)$ 197,402.00 Total Projects $7,934,849.00

  13. Proposed Plant Facility Projects 2013 – 2023 Plant Facility Levy funds are used for general maintenance. Other than emergency expenditures, the Board of Trustees has prioritized projects throughout the district various categories: • Carpet & Tile Replacement • Improving Building Safety & Security • Concrete • Technology (computer, monitor, server, and infrastructure replacement) • HVAC (repair and replacement of heating and ventilation systems) • Etc.   14. 2013-2022 Plant Facility Levy The school district uses approximately $150,000.00 of Plant Facility funds each year to purchase buses. The next slide shows two columns. The left column lists the Plant Facility Levy to be assessed each year. The right column lists the declining bond payments.

The second from the left column lists the approximate amount of property tax paid on a $100,000 of taxable property value for the Plant Facility Levy. The middle column lists the approximate amount of property tax paid on a $100,000 of taxable property value for the School Bond Levy. The second column from the right lists the total of the two levies each year. The right hand column shows the difference from the prior year total levy amount. (Amount shown is annual.)

  19. Tax Rate Comparison The bar graph on the next slide illustrates how the Cassia School District levy amounts compare to neighboring school district. The numbers on the left side of the graph shows the levy rate for all levies assessed by each school district listed.

  20. The School District and its Board of Trustees realize that our Community and Patrons value “conservative spending” and expect “responsible care” in maintaining our facilities. This renewal of the Plant Facility Levy allows the district to carry out these expectations.

Cassia School District 151 The School District and its Board of Trustees realize that our Community and Patrons value “conservative spending” and expect “responsible care” in maintaining and improving our school facilities. Insufficient funds and emergency expenditures have created a huge backlog of maintenance projects. The School District is appreciative of the community support for the levies and bond. The renewal of the Plant Facility Levy will allow the district to maintain the considerable investment taxpayers have in school facilities and carry out community expectations for school safety and maintenance.
