  1. BUSINESS SUPPORT COUNCIL The Business Support Council was established by Presidential Decree on December, 2000 The Charter of the Council was adopted by Government Decree on February 22, 2001 The BSC Charter acts as a regulatory document for all the BSC activities and for decision making within the Council. The Business Support Council convenes regular meetings and submits the adopted decisions (recommendations) to the relevant RA Government bodies and agencies.

  2. The Objectives of the Council • Promotion of investments and fostering of the business activities, • Development of measures aimed at elimination of administrative constraints related to investments and business, • Coordination of interrelations between the businessmen and state bodies, designing an efficient cooperation mechanism, • Ensuring business community’s participation in the process of elaboration of the economic policy of the Republic of Armenia, • Fostering the formation of a legislative framework favorable for the regulation of investment and business environment.

The permanent members are Prime Minister of Armenia (Chairman) Advisor to the President of Armenia on Economic Affairs (Deputy Chairman) General Manager of ADA (Executive Secretary, as ADA also acts as the BSC Secretariat) Minister of Economy Minister of Finance Mayor of Yerevan Chairman of the Chamber of Commerce and Industry of Armenia. The other eight members were included in the BSC from a wider list of 26 businesses on a rotational basis. Later, with the expansion of the Armenian economy, the number of members seemed to be inadequate and in 2002 it was increased to 44. In 2006 the number was further increased to 50 members (the list received a non formal name of “50’s Club”). The Composition of the CouncilThe Council is comprised from 7 permanent and 8 non-permanent members

  4. Activities and Results BSC assembled a database of issues, based on actual complaints received from businessescalled “Pool of Problems”. About 66% of raised issues were solved. BSC initiated changes and addendums in RA Laws on VAT, on Remuneration, on Income Tax, on Profit Tax, on Legislative acts, on Arrangement and Conduction of Checks, on Public auctions, on Licensing, etc. BSC supported the elaboration and adoption of RA law on Electronic Signature. BSC initiated the adoption of RA Law on VAT refund to the exporters.

  5. EBRD Business Support Office In 2007 EBRD launched its Business Support Office in Armenia which was aimed to maintain policy dialogue at the highest level between the government, the business community and the donors in Armenia and started to undertake comprehensive activities with Business Support Council.

  6. EBRD BSO ACHIEVEMENTS • EBRD Business Support Office fostered the rehabilitation of BSC activities after the continuous decline since 2006 • Invested efforts in including BSC as a priority in Government Action Plan for 2007-2012 • BSO made number of suggestions that have contributed to the increase of BSC efficiency like an improved mechanism of agenda formation, introducing the concept of roadmap thematic planning, fostering the regularity of BSC meetings, donor activity coordination in regards of BSC.

  7. CHALLENGES FOR BSC-BSO • Ensure more sincere and proactive approach of main structures and agencies to complaints received from the business • Assure case-by-case solutions.
