The City of Palm Coast, a rapidly growing community with a population projected to reach 203,000, has conducted a Recreational Impact Fee Study to better plan for future recreational needs. This study underscores both the Standards Approach, utilizing established service levels for ease of calculation, and the Needs Approach, which projects future requirements based on a Capital Facility Plan. Amendments to the Park Impact Fee Ordinance will integrate the findings from this study, ensuring updated methodologies inform the establishment of impact fees for sustainable growth in recreational services.
