  1. Project Scope /Request for Project ProposalCommunications Install for 30th NCR at Camp Covington, Guam by 01OCT2012Specific to NCF TDN, One Net IDS/ACS, and PDS Install Requirements

Scope / Details • Install NCF TDN and connectivity # 01 in Bldg. 556B, Rm. 139. • Remove existing storage shelves and cabinets. • Remove all cabinets and shelves in Rm. 139. • Remove fan and patch hole on the 180 back wall. • Provide plywood and sheetrock to the 270 wall for wall mount cabinets. • Install a single room HVAC to provide proper ventilation. • Provide an air conditioning unit in Rm. 139 for NCF TDN equipment. • Upgrade existing lighting. • Install Data box for RDSAT. • A weather proof box needs to be installed externally from Rm. 139 to provide connectivity to RDSAT from the NCF TDN Network. An elevated weather proof box will be installed next to the RDSAT unit located on the elevated platform. • Provide dual fiber ST connectors, two RS-530 serial DB-25 connectors and two RJ-45 connectors on the elevated weather proof box next to RDSAT unit. A separate elevated weather proof box will be needed for Power with 6 outlets,120 VAC, +- 10 %, single phase, 3 wire, 50/60 Hz +- 5%

Install three wall mountable racks to mount NCF TDN equipment. 1) The NCF TDN Network will provide TDN-C (SECRET), TDN-U (UNCLASS), and CENTRIX-K (ALLIED SECRET) via a T-1 connecting back to the ESSC in Port Hueneme, California. 2) Two (2) T-1’s will need to be extended from the BCO to Bldg. 556B to support the NCF TDN backhaul from the ESSC in Port Hueneme, Ca. 3) Provide Connectivity to the Command Operating Center in Bldg. 556B Rm. 134 for TDN-C (SECRET), TDN-U (UNCLASS), and CENTRIX-K (ALLIED SECRET) via Category 6 cabling. Raised flooring to route and conceal cabling and install command center furniture. 4) Provide DSN lines from the BCO to Bldg. 556B, 556A, 537, 519 5) Provide Bldg. 556A Rm. 106,107,108,110, and 112 with CENTRIX-K (ALLIED SECRET) connectivity from the NCF TDN in Bldg. 556B Rm. 139. 6) Install Seismic bars to prevent equipment from tipping during earthquakes. 7) Provide Sheetrock and plywood for mounting racks on wall. 8) Provide equipment and materials for future expansion (i.e. patch panels, switches,cabinets)

Install Computers and Peripheral devices to the NCF TDN equipment. 1) Requires desktop computers in BLDG 556B Rm. 134 Command Center to tie TDN-C(SECRET), TDN-U(UNCLASS), and CENTRIX-K (ALLIED SECRET). • Require Peripherals including network printers, plotters, KVM and ABC switches. • Requires a basic load of software for each computer with additional software programs as needed. • Requires desktop setup, imaging and loading and verifying compliance to NCF TDN network standards • The NCF TDN Network, Video Teleconference requires Fleet Readiness Certification Board (FRCB) process and approval. • The Video Teleconference requires the Platform Information Technology Process (PIT) and approval

Scope / Details (continued) • Install NCF TDN and connectivity # 02 (tactical TDNs) in Bldg.556B, Rm. 139 • Install NCF TDN Network plug and play environment. • Capability to integrate five (5) roll around network pods to provide services via the NCF TDN equipment in Bldg. 556B Rm. 139 which will allow NCR & NMCB detachments the ability to remove network pods for deployment. • Roll around network pods will provide TDN-C (SECRET), TDN-U (UNCLASS), and CENTRIX-K (ALLIED SECRET) via a T-1 connecting back to the ESSC in Port Hueneme, California. • Provide adjustable Seismic bars to prevent equipment from tipping or rolling during an earthquake. • Provide signal tray and patch panels to Rm.139 to connect outside cabling from RDSAT unit and for command center communications in Rm. 134. • Drill two (2) holes for the external weather data box and the HVAC in Rm. 139. • Install and connect dual faceplates for classified data and quad faceplates for the unclassified data and voice circuits from the NCF TDN network.

Scope / Details (continued) • Install ONENET in Bldg. 556A/B, 537,519 • Provide NIPRNET and SIPRNET services from each buildings One Net Demarcation Switch • Remove all existing One Net network and voice drops and reinstall after renovating all walls. Install and connect category 6 cabling to One Net SIPR and NIPR Switches. • Install and connect quad and dual faceplates for NIPRNET and SIPRNET respectively. • Extend / activate One Net Siprnet from Bldg. 556A to 556B • Prepare and submit Request For Change (RFC) documentation for circuit authorization on all One Net drops. • Provide DSN lines from BCO to the buildings. Will require either a new 100 pair in Bldg. 556A or a Fiber aggregate to provide enough DSN lines for Bldg.556A and 556B. Provide an extension and increase in pairs of DSN lines to 537 and 519. • Provide a patch panel and tie cable to organize and provide easy access to activate any drop for voice circuits based on the users preference from 556A to 556B. The patch panel and tie cable will need to provide 50 percent expansion capabilities for future needs.

Scope / Details (continued) • Install additional ONENET Computers and peripherals in Bldg. 556A/B, 537,519 as needed • Provide desktop computers, printers, plotters and KVM devices as needed per building. • Desktop computers and peripherals devices require One Net standard and processes to attach to One Net services. • Request for Change process requires to activate and attach computers and peripherals to the One Net Network. • Require CPU activation, imaging, loading, and deployment as well as port and seat activation • Requires Fleet Readiness Certification Board (FRCB) process and approval.

Scope / Details (continued) • Install Intrusion Detection System and Access Control System. • Installation of new Intrusion Detection System that will provide 24/7 monitoring and response, periodic preventive maintenance, and emergency maintenance service with video surveillance and access control. • Provide Bldg. 556A Rm. 106,107,108,110,112 and all of Bldg. 556B with an intrusion alarm system, video surveillance, and access control. • electronic access control credentials as well as issuing, enrolling and managing the entry rules associated with controlling access to and around Bldg.556B and 556A. • Reach back to Base security office for alarming and control • Integrate a CCTV (cameras, cabling, server, monitors) system with the Intrusion Detection System software and hardware. • Requires three year maintenance contract with cost • Requires proximity access equipment (hardware and software) and materials (i.e. cards, card reader, card creator) • Requires Fleet Readiness Certification Board (FRCB) process and approval. .

Scope / Details (continued) • Install Protected Distribution System (PDS) • Installation of new Protected Distribution System (PDS) between Bldg. 556A and 556B. • Install two (2) 1 ¼ inch conduits with pull boxes between Bldg. 556A and 556B. One conduit will carry the Siprnet from Bldg. 556A to Bldg. 556B. The second Conduit will carry TDN Centrix-K from Bldg. 556B to Bldg. 556A. • Require PDS conduit in Bldg. 556A • The Pull Box enclosures will be locked with an approved combination lock. • Four (4) holes will need to be drilled through two CMU walls on each building. • All conduit will need to have devcon on all connectors and fittings • The PDS will need to be certified after installation and allocate cost for PDS certification . .

Scope / Details (continued) BLDG 556B Diagram - Some examples have pictures that you can change/replace. - Some examples show how complex requirements can be broken off into smaller sections, i.e. (11a. and 11b. ) which allow the main idea to be divided into sub-sections that might make it easier for the viewer to understand the complexity of the subject.

  12. Scope / Details (continued) Bldg. 556B Rm. 139 will need a secure door. The fan and cabinets will need to be removed for NCF TDN network equipment install. Provide “nesting” capability for 5 TDN (unplug and deploy) 3 for NCR and 2 for NMCB Solid-Core Security Door, Door Frame, and XO-9 To be added to Bldg. 556B Rm. 139. Bldg.556B Rm.139 NCF TDN location. Fan, cabinets and shelves to be removed

  13. Scope / Details (continued) Provide sufficient wall & floor mounted racks for up to 8 NCF TDN networks ( 3 permanent and 5 deployable units). Provide an exterior weather proof wall mounted enclosure for connection to RDSAT and NCF TDN network. Wall/floor mount rack needed in Bldg.556B Rm. 139 for the NCF TDN network 2 Outside Wall mount Enclosure used in Bldg.556B Rm. 139 for the NCF TDN and RDSAT connection

  14. Scope / Details (continued) Provide PDS between Bldg. 556B and 556A for the Siprnet and Centrix-K connectivity between the buildings. 2 PDS runs need to be installed between Bldg.556B and Bldg.556A 2 Pull boxes for PDS in Bldg.556B and 556A

  15. Scope / Details (continued) Integrate up to five (5) Roll around pods to the NCF TDN network. The roll around pods would be capable attaching to the network when detachment units are present and detach when units are deploying. Up to five (5) Roll around Pods to secure NCF TDN equipment

Scope / Details (continued) Provide Dual for SIPR with redundant port and Quad faceplates for NIPR and POTS lines each with redundant ports, keystones and cabling for the NCF TDN network and One Net Installs. Quad faceplates used for the NCF network and OneNet NIPR and POTS Dual faceplates used for the NCF network and OneNet SIPR

  17. Scope / Details (continued) Provide an IDS/ACS system for Bldg. 556B and 556A. This system will have CCTV monitoring and access control

  22. Facilities • Hvac & lighting for COC & network room • In the network, divide AC outlets for each rack, to add on bldg power panel more ckt breakers for the outlets (one per TDN) • Also COC (one plug per desk) • Plugs extra for conference room. • 8-10 different whips (duals) for power/. One at each desk, for screens, for video switch; for printers at each desk; some on walls; leave existing.
