XJHAPAC新疆艾滋病预防与关怀项目 • Bilateral project – jointly funded by GoA and GoPRC • 新疆艾滋病预防与关怀项目是中华人民共和国政府和澳大利亚政府双边合作项目。 • $18.2 million AUD (GoA) • 澳大利亚政府投入1,820万澳元 • $7 million AUD (GoPRC) contribution in-kind and financial for 7-year project • 中国政府在项目实施期间（七年）投入700万澳元，包括“形式配套”和资金支持 • Key technical areas 项目主要技术领域: • Planning 计划制定 • Health promotion to support prevention 健康促进 • Care关怀 • Activity Support Facility - $5.16 AUD • 活动支持体系—516万澳元

ASF Models活动支持体系开发的模式 • Foundational models 基本模式: • Multi-Sectoral Leadership Development • 多部门领导层开发 • Community Social Mobilisation • 社区社会动员 • Health Systems Development • 卫生体系的建立/健全 • Service Development models 服务开发模式: • Harm reduction for injecting drug users • 针对静脉吸毒者的降低危害 • Condom Promotion/Social Marketing • 安全套推广/社会市场营销 • Community Care • 社区关怀 • Community Drug Rehabilitation • 社会帮教

Foundations 项目开展的基础 • MS Leadership development 多部门领导层开发: • Response plans – cities, Prefectures and Counties • 地区、市、县级艾滋病应对计划 • MS co-ordination • 多部门协调 • Social Mobilisation 社会动员: • Activities in communities社区活动 • Different settings (religious, workplace, schools, prisons, re-education camps) • 不同场所（宗教场所、工作场所、学校、监狱和劳教所等） • Health Systems卫生体系: • Clinics, hospitals and health services • 医院、门诊和卫生服务机构

Services 项目提供的服务 • NSP 针具交换项目: • In collaboration with GFATM – 1.1 million needles and syringes distributed • 与全球基金项目合作-共发放110万只清洁针具 • Reductions in sharing of injecting equipment – 55% (Phase II NSP) • 共针率下降-55%（二期针具交换项目） • Condoms 安全套推广: • Promotion of condoms to all sectors of the community – 23 ASF projects have a role • 向社区各部门推广安全套—23个活动支持体系项目在安全套推广方面都设计了有关活动 • Consistent use of condoms increasing between high risk groups • 高危人群坚持使用安全套的比率有所增长 • With spouses – a work in progress • 与配偶的安全套使用—正在开展的工作

  8. Services 项目提供的服务 • Community Care for PLHIV针对艾滋病病毒感染者/病人的社区关怀: • 300 in Urumqi 乌鲁木齐300名 • 180 in Kashgar 喀什180名 • 3000 GFATM (similar model of care to XJHAPAC) 全球基金项目覆盖3000名（借鉴中澳新疆艾滋病预防与关怀项目开发的关怀模式）
