Conduct two studies comparing worker efficiency in Nordic countries based on weather conditions. Use simple agreements for small-scale studies involving 20-30 workers and some site managers in each country. Gather data on different weather conditions and their impact on worker performance. Engage workers and site managers in discussing ideal working conditions and responses to weather changes. Consider variations in climate such as wind, rain, cold, and snow in different regions. Collaborate with labor unions and employer organizations. Present findings in a report by January 2004.
