  9. Heneghan and Associates, P.C., has six licensed surveyors on staff. The seal of a registered land surveyor is proof of years of experience, education and certification—and a symbol of our dedication to provide top quality surveying services. Continuing education and attendance at courses and surveyors’ conference workshops are expected at Heneghan and Associates. Although the type of survey determines the general approach and level of detail required, Heneghan and Associates, P.C., also considers other factors. These factors include the degree and extent of urbanization, traffic and transportation issues, relative value of the land, presence of crops or other foliage, size and terrain of the tract, and required specifications. Heneghan and Associates, P.C., evaluates all of these factors at the outset, thus increasing the level of efficiency, quality and service for each survey we complete. Thorough background research and attention to detail in the field and office is essential to providing surveying excellence. Heneghan and Associates, P.C., maps survey results to the level of detail which best fits the client’s needs. Throughout the process, Heneghan and Associates, P.C., harnesses the latest survey technology, including Global Positioning System (GPS), state-of-the-art robotic total stations and electronic data collectors. Heneghan and Associates, P.C., also relies on CADD stations manned by highly trained technicians. Heneghan and Associates, P.C., uses the Internet for hosting its website, data transmission and e-mail. Sophisticated surveying equipment, coupled with electronic data collection capabilities, ensures the accuracy of survey data through direct computer downloading. High quality maps, originally rendered on mylar film, provide a conveniently accessible, traditional form of technical reference. Disk formats meet the needs of clients requiring computerized mapping. Boundary and topographic surveys, photogrammetric surveys, construction stakeout and preparation of easement maps are some of the services of Heneghan and Associates. 10. Heneghan and Associates, P.C., combines the discipline of engineering with professional environmental consulting to create a compendium of services for the public and private sectors. We work proactively to assist clients with efficient and cost-effective solutions while maintaining regulatory compliance. Our team members participate in regulatory and legislative work groups to keep abreast of our constantly changing regulatory and technological environment. Heneghan and Associates’ Water and Wastewater Engineering team employs the most current technology, as do all of Heneghan and Associates’ service areas, including sophisticated computer hardware and software. Heneghan and Associates’ team has the needed tools and experience to address water and wastewater projects as small as individual on-lot systems and as large as community wide collection, conveyance and treatment systems. Heneghan and Associates provides municipalities with comprehensive solutions for water treatment and wastewater treatment projects. A full range of environmental services from problem definition, treatability testing, modeling, conceptual design, regulatory permitting, design/construct services, start-up, operator training and operating practice optimization is available. These services are available to all of Heneghan and Associates municipal clients. Increasing regulatory constraints from environmental control agencies have altered the requirements needed for accurate solutions to environmental problems. With Heneghan and Associates extensive design experience and expertise, we provide the correct solutions to the environmental problems of today’s municipalities. Our sensitivity for environmental concerns and protection of natural resources drives our commitment to provide reliable, long-term wastewater management solutions. Our professional staff has extensive experience in the permitting process, analysis, design, construction and operation of wastewater facilities. Our goal is to provide reliable systems that are simple to operate, function at first start and provide consistent performance year after year. 11. Municipal Engineering Sixteen municipal entities presently rely on Heneghan and Associates, P.C. for engineering services. Municipal populations range from 400 to tens of thousands, but their local government officials turn to Heneghan and Associates, P.C. for advice and assistance on a variety of issues, from funding sources and municipal representation to design for infrastructure improvements. Keeping pace with the current and future needs of municipalities is the goal of Heneghan and Associates, P.C. Through the years we have built long-term relationships with IDOT, MDOT, US EPA, DCEO, as well as local government boards and committees. Roadways/Highways Heneghan and Associates, P.C., has performed final design services for street and highway projects. Services have included horizontal and vertical alignment alternatives, preliminary cost estimates, final design, drainage computations, final drawings, detailed quantity take-off, final cost estimates, special condition specifications and right-of-way drawings. Design of improvements and widening of street and highway projects, including signalized and non-signalized intersections, including the design of completely new storm drainage system.  Heneghan and Associates, P.C., maintains coordination with existing utility companies and with the local water and sewer districts. Storm Sewer Systems We provide storm water management services in concert with many of the subdivision and land development projects for residential, commercial, and industrial developments. Our clients include private developers, local municipalities, schools, commercial and industrial. Storm water management design experience includes storm water management facilities, erosion and sedimentation control measures, National Pollution Discharge Elimination System (NPDES) storm water permit activities, storm water feasibility studies, floodplain studies, site grading, storm sewer systems, and construction cost opinions. Heneghan and Associates, P.C., uses the latest engineering software programs to develop cost-effective solutions in a timely manner. We have the experience and technical skills needed to exceed in the fields of hydraulics and hydrology.Detention Basins Polluted runoff, according to the US EPA, is the leading cause of impairment in rivers and streams in the United States. Many existing storm water dry detention basins designed solely for storm water runoff peak discharge magnitude abatement as well as detention basins designed both for water quality and quantity control fail to achieve necessary levels of non-point source pollutant loading reduction. This correctable situation has necessitated the demonstration of various retrofitting techniques on existing systems. Once it can be demonstrated that a retrofit technology is efficient in both economic and scientific terms, local watershed groups, private entities, and federal, state, and local officials can pursue implementation. Dam Inspections Dam inspection services is another area that we can assist municipalities. The annual inspection required by IDNR is an important aspect of a community assuring the safety of its precious water / recreation source as well as its downstream inhabitants. The following is a partial list of dam inspection items. These items are examples of every dam observation / inspection; evidence of: heavy vegetation, rodent action, outlet controls, conditions of the outlet conduit, spillway channels, seepage, cracks, slumps, settlement, erosion protection and beaching/benching. Heneghan and Associates, P.C., will educate you in what to look for during a dam inspection, how to photograph certain features of a dam, and what records to keep. Land Planning Assisting municipalities with plat review, development, plan review and initial site assessment for impacts on the surrounding land is another valuable and significant service of Heneghan and Associates, P.C. We can also assist on projects where the municipality wishes to develop tracts for industrial or commercial uses. Civil Engineering HENEGHAN & ASSOCIATES, P.C. E N G I N E E R S S U R V E Y O R S

  17. Representative Transportation Projects Street and Road Maintenance/Replacement • Motor Fuel Tax (MFT – Roads - State of Illinois) • Illinois has imposed a motor fuel use tax since October 1, 1977 on fuel used by interstate commercial motor vehicles. Revenues collected from this tax help, in part, to build and maintain roads and highways. Without roads, we would have no where to drive our cars. Without motor fuel tax, we would have no roads. • Federal Aid to Urban Systems (FAU)The original funding source for this program was the Federal-Aid Highway Act of 1970. This act established the federal-aid urban system, increases federal share to 70 percent for non-interstate projects, and includes measures dealing with environmental considerations, noise standards, and air quality. National Environmental Policy Act of 1969 approved. National Highway Institute established. Since this first act, funding for this program has been continued through other legislative acts. • A municipality’s streets are usually the most visible service you provide that is used on a daily basis. The quality of a city’s road system can be a source of pride for a community as well as a tangible asset for the city. • Heneghan and Associates, P.C., has the experience of helping municipals in managing their MFT/FAU revenue and assisting in the programs for annual road maintenance.
