  2. Invitation to Pilot the Interagency Agreement (IAA) Form From: Dave Rebich, Assistant Commissioner, Governmentwide Accounting (GWA), Financial Management Service (FMS), Department of Treasury Date: October 22, 2010

Why the IAA - History ISSUE: Unclear requirements between Trading Partners for providing products and/or services has contributed to: • inadequate planning, • inconsistent use of resources, • receipt and acceptance issues of expected deliveries, • concerns regarding financial controls, including proper payment; and • an 85 billion dollar audit finding on the U.S. financial statements for reconciling Intergovernmental elimination entries

Why the IAA – History (cont) EFFORT: The IAA was developed: • Over 1 ½ years, involving the Finance, Acquisition and Budget communities across the Government, [including 1200 vetted comments] to: • address these challenges, and • improve the effective management of reimbursable agreements • To provide standard data elements for performing reimbursable transactions Governmentwide (GW).

The Goal • Finalize the standard data elements that should be used GW to manage reimbursable agreements; • Gain a strong understanding of Agency reimbursable inventories and needs; • Determine how to expand/contract the IAA depending on Agency business needs • Develop & Communicate IAA requirements for GW IntraGovernmental (IG) automated system

EXPECTATIONS to ensure the IAA Pilot’s success Treasury/FMS will: • Coordinate and manage the pilot • Schedule the IAA Pilot kick-off, follow up and final meetings – providing bridge lines • Provide ongoing support throughout the pilot • Manage any changes to: • Finalize the IAA • Update the adobe fillable IAA • Provide updates in website and TFM

EXPECTATIONS(cont) to ensure the IAA Pilot’s success IAA Pilot Agencies will: • Obtain leadership support to participate in the IAA pilot • Use the IAA form between Nov 2010 and Jan 2011 • Engage Finance, Acquisition, Budget, Program and other key agency staff in using the IAA • Complete the IAA Comment Spreadsheet and return to FMS by February 28, 2011

EXPECTATIONS(cont) to ensure the IAA Pilot’s success IAA Pilot Agencies will: • Work with their trading partners • Work with other pilot agencies for solutions • Be available for IAA Pilot meetings • Work on developing standard operating procedures using the IAA instructions to capture agency specific guidelines, data, etc. • Be open to modifying business processes to adjust to the IAA

  9. EXPECTATIONS (cont) to ensure the IAA Pilot’s success IAA Tiger Team: • Invited to all IAA Pilot Meetings • Review comments weekly between March - April • Determine any updates to IAA
