  8. Conclusions so far • Buildings possess an enormous energy efficiency potential!! • It would be possible to save about 15% of Switzer-lands energy consumption • without any loss of comfort and • using the know-how we already have at our disposal today.

  9. Renovation rate below 1%. Why? • 1. Partial failure of the market (external effects) • Numerous players (federal government, cantons,municipalities) • Conflicting objectives in different policy areas • Decision-making behaviour of property owners • Too high capital costs (third-party financing)

  10. Renovation rate below 1%. Why? • Problem relating to beneficiary • Housing demand reacts insufficiently withrespect to energy efficiency • Tax legislation • Lack of know-how on the part of planners,architects and builders

  11. 2009 – The year of the turnaround • „Minergie“ standard is becoming compulsory for new buildings • 100 millions Swiss francs for the promotion of energy-efficient renovation from the federalgovernment • 50 millions Swiss francs within the scope ofeconomic support programme

  12. 2010 – Consolidation • National building renovation programme(cantons) • 200 millions Swiss francs for promotion programmes, financed by the revenue fromthe CO2 fee (earmarked) • A variety of motions relating to tax incentives have been submitted (debate2010?)

  14. Initiative from the basis for the basis • „Door openers“ are local tradesmen. • They actively approach owners of properties in their area. • They do this in an neutral manner, i.e. not as tradesmen selling a specific product

Initiative form the basis for the basis (2) • Property owners benefit in that they receivea rough evaluation about energy consumption for their property. • „Door openers“ show the wayInformations about the options for obtaining financial support / arranging contacts with specialised agencies, i.e. cantonal energy consulting offices

  18. Experiences with the pilot project • Approximately 300 buildings analysed • In three-quarters of all cases savings potentialsof more than 80% identified • 40% of the owners approached called on theprofessional services of energy consultants. • Process helps maintain (and create) jobs
