3. Partnership and alliances growing is increasingly recognized as important

1. Operationalize the mutual accountability framework and implement joint sector reviews at country level

  • All partners to pledge
  • All partners to report into one system

2. Budget allocations to proven effective areas/ programs. Eg. Research and development and extension

3. Clearly define private sector to fine tune to different segments
