Mudflows in Kazbegi Flooding in Tbilisi Wildfires in Borjomi Revealed shortcomings and gaps of the existed system: • Limited response resources and preparedness capabilities to fight natural and manmade disasters • Absence of unified standards and procedures for dealing with emergency situations • Complicated multilevel system of emergency management, with bureaucratic mechanisms and exceeded number of decision-makers on different levels, hindering effectiveness of the whole process of response • Insufficient coordination mechanism for operations management in case of national emergency • More orientation of the system on coordination of response and less focus on coordination of prevention and preparedness

GOAL: Organizational-Functional development • Objectives: • Establishment of rescue (USAR) and HAZMAT standard groups in Western and Eastern Georgia • Establishment of Search and Rescue Canine Unit for Urban Search and Rescue Team (including Avalanches) • Establishment permanent air support capacities for fire-fighting and rescue operations • Building capacities of mountain-rescue groups (Deep Mines, Caves, Tunnels Rescue Team) • Development of professional training system (ToT, Training Program and Training Equipment) • Establishment of volunteer system and alternative military service • Establishment of Scientific Advisory Board • Establishment of a modern system of fire safety inspection (Best International Practice and Regulations) • Increase accessibility of the services in civil protection field (Best International Practice and Customer Oriented Approach)

Goals and Objectives of EMS • To establish electronic system of incident registration and operational management • To establish digital radio communication system • To establish automatized tools for systemic analysis of statistical data • To establish early warning and fire monitoring systems technological development Renewal of special vehicles/ equipment • To gradually renew fire-rescue vehicles park by 2023 • To provide all fire-fighters and rescuers with the equipment according to the European standards by 2023 Modernization of Infrastructure • To reconstruct and renovate Fire-Rescue Depots throughout the country by 2023 • To build the new territorial units in parallel with urban development, touristic routes • and transport flows • To build the logistical and Emergency Management Center in Western Georgia

Goal: Development of international cooperation • Objectives: • Development of cooperation with partner countries and international organizations by organizing bilateral working groups and joint training/exercises; • Establishment of cooperation with relevant EU and NATO institutions and deepening existing cooperation; • Implementation of best international standards in the field of emergency management; • INSARAG Certification for USAR Team Goal: Introduction of the modern system of Human Resource Management • Objectives: • Establishment of electronic system for HR management; • Elaboration of detailed job descriptions and evaluation systems; • Establishment of a career-oriented professional system;

Up to 20 Project Proposals were sent to the International Partner and Donor Organizations • Activities to be implemented within the proposed projects: • Develop Search and Rescue Dogs Unit • Secondment programs for fire-fighters and rescuers of the EMS • Conduct ToT courses for fire-fighters and rescuers of the EMS • Develop Fire safety and fire supervision field • Capacity of the LEPL- Material Reserves and Civil Protection Service Agency of the EMS • Ensure fire-fighting and rescue equipment for the EMS • Second phase of HR Reform • Fire Fighting Vehicles for the Rural Area
