  4. National Broadband Strategies: Common Themes • Many national broadband plans target improvements for rural and remote areas other special communities. • Most nations are also concerned with improving the overall speed of broadband delivered to all of their citizens.

  5. Broadband Market Information • Rules for interconnection, loop unbundling, resale, pricing, and bundling of services • Definitions of broadband and market characteristics • Methods to stimulate demand and supply, including tax incentives, subsidies, and public-private partnerships
