  2. Overview • FY 2007 Appropriations • Final Statewide and Metropolitan Planning Rule • SAFETEA-LU Technical Corrections Bill • National Surface Transportation Policy and Revenue Study Commission • FY 2008 Appropriations • Earmarks • The Next Reauthorization

FY 2007 Appropriations • Most programs funded at FY 2006 levels • Transportation programs funded at SAFETEA-LU authorized levels for FY 2007 • $3.471 billion rescission (the largest single rescission ever) • Estimates indicate that Texas will have to rescind $296 million back to the Federal Highway Administration

  4. Final Statewide and Metropolitan Planning Rule • Appendix B on Fiscal Constraint removed from Final Rule • Appendix A on Linking Planning and NEPA is not legally binding • Importance of flexibility for States and MPOs • Metropolitan Transportation Plans must reflect year of expenditure dollars • Non-starter on several proposed TIP changes

  5. SAFETEA-LU Technical Corrections Bill • Third time that it has been passed in the House • Senate yet to take action • Mostly technical in nature • Extends the life of the Surface Transportation Policy and Revenue Study Commission

National Surface Transportation Policy and Revenue Study Commission • Commission tasked with the development of a new vision for the transportation system • Holding field hearings around the country to hear from various transportation related groups • Members include AMPO Member Steve Heminger, Executive Director of MTC in San Francisco • Report out in 2007 • www.transportationfortomorrow.gov

  7. President’s FY 2008 Budget Proposal • Cancel Revenue Aligned Budget Authority (RABA) adjustment • Fully Fund Highways • Significant cuts in New Starts / Small Starts transit funding • Congestion Initiative • Urges earmark reduction

  8. Earmarks – an Uncertain Future? • Legislation that more closely ties earmark with requester • President’s budget calls for significant decrease in earmarking • Members of House Appropriations Committee have committed to not earmarking projects in FY 2008

  9. The Next Reauthorization • Business as usual or fundamental change? • Challenges that lie ahead • Highway Trust Fund • New MPOs (and lots of them) • Resource allocation • MPO authority • Metropolitan Regions as the economic engines of the United States
