  4. Plan for the Common Functions and Tasks • Direction and Control • Who will be in Charge? • Who’s next in line? • Where will the Incident Commander be? • Who is authorized to make decisions?

Common Tasks and Functions (Cont.) • Immediate Evacuation • Where will everyone go? • How will you establish accountability? • What is the “All-Clear” signal? • Evacuation to a Host School • Where is the Host Facility? • How will everyone get there? • What services/facilities will the host school provide? • What of accountability & release to parents?

Common Tasks and Functions (Cont.) • Immediate Shelter • Identify secure spots near classroom • A special alarm if shelter is needed • Shelter in Place • Identify the most secure spots in your building • Know how to secure all outside air intakes • Lock down all exterior doors and do not allow any entry/exit – opening doors allows contaminated atmosphere in

The Basic Plan A Basic Plan • Details emergency response policies • Describes the response organization • Describes the relationships between the school/district and response organizations • Assigns responsibilities • Identifies who does what, and why • Contains a certification by the School Board or Superintendent

  13. Checklists • Checklists serve as memory joggers for action items to consider • Checklists provide all-hazard guidance • Specific or sensitive information (e.g. floor plans) can be kept from public scrutiny via checklists

The Planning Cycle • Hazard analysis (what are your hazards/risks?) • Capability assessment (what can • you handle on your own?) • Basic Plan development (who is responsible for doing what?) • Checklist development (specific action steps) • Adoption of plan by school board • Maintenance of plan/drills & exercises • Refinement of plan/checklists

The Keys To Success • Risk Assessment – Plan for the Reasonable • Don’t plan for having to house students for a month or for the explosion of 20 megaton atom bomb • Seek input from: • Staff/Union • County Emergency Management and local response agencies • School district • Be realistic – not paranoid • Keep it as simple as possible
